Court-ordered mental health treatment may save money

NEW YORK (Reuters Health) - State-run programs that compel people with serious mental illness to get treatment may reduce costs, according to a new analysis of New York State's system known as Kendra's Law.

Addressing the concerns of some lawmakers, researchers found that treatment costs dropped by about half among those covered under the program in New York City and even more for those in other counties throughout the state, largely as a result of fewer hospital admissions.

"What we're hoping is that people will look at these types of analyses and say, ?yes there are costs up front but it appears that you realize cost savings over time,'" said Dr. Marvin S. Swartz, one of the study's authors from Duke University in Durham, North Carolina.

The assisted outpatient commitment (AOC) programs apply to people with serious mental disorders and a history of hospitalizations that stem from not sticking with treatments.

Patients in these programs are compelled by court order to show up for their prescribed care, though provisions for enforcement of the court's order are sometimes unclear.

The New York State law, passed in 1999 and named for a young woman pushed to her death onto subway tracks by a mentally ill person that year, authorizes AOC "to prevent a relapse which or deterioration which would likely result in serious harm to the patient or others."

While 45 U.S. states have enacted laws to create AOC programs, the laws remain controversial and often are not used because of concerns about civil rights, resources and costs.

"There is a lot of pushback from people on civil liberty grounds and grounds that it is not good policy. Also, that this is not good use of these funds," Swartz said.

"I'm hoping this kind of (report) can help focus the debate on a more practical ground rather than these rhetorical patterns that pass in space," Jeffrey Swanson, the study's lead author also from Duke University, said.

For their analysis, Swanson and his colleagues compared the costs of services for 520 people in New York City and 114 people in other New York counties during the year before and the two years after they were ordered into the program in 2004 or 2005.

Four-fifths of the patients in New York City and three-quarters of those in the other counties had a diagnosis of a schizophrenia spectrum disorder, the team writes in the American Journal of Psychiatry.

For those in the city, the average cost per patient per year fell from about $105,000 the year before they were ordered into the program to about $53,000 two years after they were ordered into the program.

The reduction was even steeper for those living in other New York counties, with an average cost per patient per year of about $104,000 before the program to $39,000 two years after.

A separate analysis found the cost reductions among those in the court-ordered program were about double what was found among people who were voluntarily seeking treatment.

"The biggest cost driver is hospitalization," Swartz said.

Overall, people in the program were less likely to return to the hospital, to use psychiatric emergency and crisis services and to be arrested. They also increased their use of case management and community treatment services and medication refills.

Dr. Jeffrey L. Geller, professor of psychiatry at the University of Massachusetts Medical School and medical director of the Worcester Recovery Center and Hospital, said the results are positive news.

"It may sway some folks who are in the middle of the issue and it's going to support the people who are already inclined to think the (AOC) is a worthwhile intervention," said Geller, who has researched this type of law but wasn't involved in the new study.

But he added that the results probably won't convince people who believe these laws are a violation of civil rights.

The researchers also caution that the study's results may not be applicable to other states that may have different AOC systems and mental health service infrastructures.

"The message should certainly be that the premise for this to work is that the services need to be available and (AOC) outpatient services are not going to compensate for a fragmented, under resourced mental health system," Swanson said.

Bus crash in southern Italy kills 38 people

ROME (AP) ? An Italian tour bus plowed through cars, crashed through the side wall of a highway bridge and plunged into a ravine, killing at least 38 people, authorities said Monday.

Rescuers wielding electric saws cut through the twisted wreckage of the bus looking for survivors overnight, and state radio quoted a local police chief as saying the bus driver was among the dead.

The bus lost control near the town of Monteforte Irpino in Irpinia, a largely agricultural area about 60 kilometers (40 miles) inland from Naples and about 250 kilometers (160 miles) south of Rome, hitting several cars before plunging some 30 meters (100 feet) off a viaduct on Sunday night.

It was not immediately clear why the bus driver lost control of the vehicle, but prosecutors were investigating technical problems and had ordered an autopsy on the driver.

Italy's Prime Minister Enrico Letta described the crash as a "dramatic moment" for his entire country.

"We are deeply pained by this tragedy that has touched many families and many children," Letta said from Athens, where he met with Greek Prime Minister Antonis Samaras.

A reporter for Naples daily Il Mattino, Giuseppe Crimaldi, told Sky TG24 TV from the scene that some witnesses told him the bus had been going at a "normal" speed on the downhill stretch of the highway when it suddenly veered and started hitting cars. Some witnesses thought they heard a noise as if the bus had blown a tire.

"All possible causes are under examination. It could be a combination of causes," Avellino Highway Police Chief Salvatore Imparato said on Sky TG24.

The bus was carrying a group of weekend holidaymakers from the town of Pozzuoli, on the coast east of Naples. The group had arrived at a hotel on Friday afternoon, and had spent the weekend visiting the spa and an early home of Padre Pio, a late mystic monk popular among Catholics, Michele Montagna, the manager of the hotel, told Sky TG24.

Relatives visited a makeshift morgue in a middle school to identify the dead on Monday. The bus, meanwhile, was towed from the site to be examined for possible malfunctions.

Firefighters extracted 37 bodies from the wreckage. Most of the dead were found inside the mangled bus, which lay on its side, while a few of the victims were pulled out from underneath the wreckage, state radio and the Italian news agency ANSA reported. One person died at the hospital.

At least 10 people, including five children, remained hospitalized on Monday.

Cars that were hit by the bus stood on the highway. One car's rear was completely crumpled, while another was smashed on its side. It was not immediately known if anyone in those cars had been injured.

Taking stock of Chicago's sports team owners

Sports fans are obsessed with rosters: Who's starting which day and who will be there to replace players who leave the team. But as compelling and likely of more significance is who owns the teams and who will succeed them when they're gone.

In Chicago, the five major sports teams are controlled by an individual or a family. In fact, they're recognizable by just their last names: McCaskey. Wirtz. Reinsdorf. Ricketts.

What would their franchises look like without the person at the top?

Bears: The vast McCaskey clan led by Virginia continues to own most of the franchise her father, George "Papa Bear" Halas, bought in 1921. But while the family insists the team is not for sale, keeping control could be tricky.

White Sox: Chairman Jerry Reinsdorf never has offered details about what's next for the franchise he bought in 1981 with group of investors for $19 million. But its future could be overseen by someone outside his family ? and the asking price could reach 10 figures.

Blackhawks: Fresh off his team's second Stanley Cup in four seasons, Rocky Wirtz is the face of a storied franchise he resurrected from his father's frugal grip. His successor could be his son, his cousin or both ? or the decision could spark a family struggle.

Bulls: Since 2010, Michael Reinsdorf, Chairman Jerry's 46-year-old son, has been president and chief operating officer, positions created for him to oversee business operations. The heir-apparent arrived already having owned interests in minor league teams and a stadium management company, with mixed success.

Cubs: The role of chairman Tom Ricketts, along with those of his siblings, is not expected to change any time soon. And unlike other Chicago teams, the Cubs lack the involvement of younger generations whose presence could signal a transition. In fact, none of Tom Ricketts' children have graduated high school yet.

Taking swimmers outside their natural habitat, open swimming competition necessitates a myriad of skills.

Once again, the Donner Swim Club landed representatives on the Team Indiana squad that performed at the Central Zone Open Water Championship on June 30 at Pleasant Prairie, Wis. The meet features teams from 15 states.

?When you go to a pool, the lanes are crowded,? said Jennifer Brinegar, Donner?s age group elite coach. ?In the open water, you never know what you?re going to run into. Currents, waves, you have to adjust to the changing environment.?

BSkyB to upgrade set-top boxes and content to fend off BT

LONDON (Reuters) - BSkyB plans to provide more and cheaper ways to access its premium content and Internet services to counter cash-rich rival BT's offer of free Premier League football to broadband customers.

The group, which has dominated pay-TV in Britain since Rupert Murdoch launched it in 1989 and reaches 10 million homes, said it would invest about 70 million pounds in the next financial year to improve on-demand programming and connectivity.

BSkyB said it will promote its Internet-connected set-top boxes which provide wifi in the home and allow users to view content on their televisions as well as providing access on laptops and tablets when they are out.

The company also announced full-year results in line with or above analysts' forecasts, a 500-million-pound share buy-back and an 18-percent dividend hike to try to temper investor concern over BT's entry into the market.

"This morning's results and accompanying commentary provide a clear reminder of BSkyB's underlying strengths including an unrivalled content proposition, loyal subscriber base, very strong cash flow and proven marketing skills," analysts at Westhouse said.

"We believe these characteristics will stand it in good stead when facing down growing competition for new customers, particularly from BT."

Shares in BSkyB - known for years for promising "jam tomorrow" due to its ever-present investment needs - dropped 3.3 percent by 1030 GMT. Its stock fell sharply on May 9 when BT announced its plans for the free sports offering.

The move is consistent with the group's historical approach of providing technology to enable customers to pay increasing amounts to access premium content such as sports and movies.

"The main concern will be the additional investment, but we see this as a pull-forward of existing plans," Citi analysts said in a note. "And at any rate, this may not even impact consensus earnings per share in 2014 given the buyback. We see this as a strong set of results and rate BSkyB Buy."

Adjusted operating profit for the year was up 9 percent to 1.3 billion pounds, helped by an increase in the amount customers are willing to pay for the service to an average annual amount of 577 pounds.

Destiny Church declined for charter school

Destiny Church's bid to turn its south Auckland private school into a charter school has been knocked back.

The church has been trying to secure the right to open one of the Government's planned charter-type schools but on Tuesday, the church was advised by email that its bid had been unsuccessful.

Destiny Church says it had received good feedback on its "robust" proposal to become a charter school and is disappointed that the application has been declined.

"We've been in the process all year, and shaping up a robust proposal with all the other applications," church spokesman Richard Lewis told NZ Newswire.

"It's disappointing to get the news that it's been unsuccessful."

Referred to by the Government as partnership schools, the small number of charter-type state schools won't have to follow the New Zealand curriculum and will employ alternative ways of learning.

"The schools will have greater freedom and flexibility to innovate and engage their students," the partnership schools working group website says.

Destiny Church representatives were told they had been shortlisted from 35 down to a handful at an event in Wellington last month.

"We received feedback that it was an excellent application, they were impressed with it," Mr Lewis said.

The church has been given no reason for being declined.

Destiny School is based in the heart of south Auckland and currently enrols 80 percent Maori and 10 percent Pacific Islander students.

The school teaches a "unique Christian-based character curriculum".

"Our vision is to empower students to fulfill their God-given potential and destiny through character-based learning and academic excellence in education," the school's website says.

Mr Lewis said the outcome of the application won't have any bearing on the church's approach to teaching students at Destiny School.

New Zealand's first charter-type schools, to be opened by 2014, will be located in "areas of significant educational challenge and under-achievement".

Danbury had jumped out to an early lead in the first, touching up Saratoga Starting pitcher Kyle Bagnell for two earned runs with a walk and a sacrifice fly. Bagnell settled in and held the Westerners to just one more run in his six innings of work. Bagnell gave up three earned runs on five hits while striking out two.

Saratoga came right back in the bottom of the first and tied the game at 2-2 when they turned to small-ball. Green led off the inning with a single, bringing Zach Looney up to the plate. Looney laid down a perfect bunt, catching Danbury off-guard.

?I was just trying to move Gage into scoring position and luckily it worked out and we were both on base? Looney said.

A pass ball and Matt Beaty sacrifice-fly later, and the score was 2-1. Looney then stole third base and scored on Brian Taylor?s single to make it 2-2 going into the second.

The Brigade took the lead in the bottom of the second when Jordan Striegel, who had walked to lead off the inning, scored on a sacrifice fly to left field from Green.

Jonathan Testani doubled in the fourth with one out, scoring Alexander Cruz to tie the game at 3-3, but again Bagnell was able to buckle down and retire the last two batters of the inning.

The game remained tied until Danbury?s at-bat in the ninth inning, but there were plenty of opportunities for both teams to move runners around the bases.

The Brigade?s best chance came in the bottom of the eighth when they had runners on first and second with no outs, but unlike the first inning, the attempt to bunt only produced an out. The Brigade continued to move runners and found themselves with the bases loaded with one out, but their bats could not connect. Continued...

?We had first and second with nobody out and we didn?t get the bunt down. After you don?t get that bunt down it?s kind of take your chances swinging the bats,? Brigade manager Garett Barron said.

Despite the loss, Saratoga has to turn the page quickly, returning to the field at 6:30 p.m. tonight for its second of four straight games in its push for the playoffs.

?If you have a tough night one night you get to come back and start all over tomorrow, so I think that?s what we?re trying to focus on doing,? Barron said.

GlaxoSmithKline says some executives have broken law in China

"Certain senior executives of GSK China who know our systems well, appear to have acted outside of our processes and controls which breaches Chinese law," said Abbas Hussain, GSK President International Europe, Japan, Emerging Markets Asia Pacific in a statement Monday.

Hussain flew to China last week to deal with the crisis which has seen four of GSK's executives questioned and Steve Nechelput, the finance director of the GSK China unit, banned from leaving the country.

GSK acknowledged on Thursday that Nechelput has been subject to a travel ban since the end of June..

Hussain said he had had a very constructive meeting with the Chinese Ministry of Public Security to discuss their investigation into GSK:

"We have had a very constructive meeting with the Ministry of Public Security, and we are very grateful for their time. GSK is taking this situation extremely seriously and that is why we are here.

"Certain senior executives of GSK China who know our systems well, appear to have acted outside of our processes and controls which breaches Chinese law. We have zero tolerance for any behaviour of this nature."

The acknowledgement comes as GSK says it is co-operating with a Chinese investigation into alleged bribing of doctors to prescribe the firm's drugs.

In a remedial step, the pharmaceutical company said it would cut medicine prices for Chinese patients.

Chinese investigations have so far revealed that GSK executives had paid money to doctors and health officials to boost sales and raise prices of the drugs. The funds were fictitiously routed through a travel agency handling exotic holidays..

"I want to make it very clear that we share the desire of the Chinese authorities to root out corruption wherever it exists. We will continue to work together with the MPS and we will take all necessary actions required as this investigation progresses," said Hussain in a statement.

"We fully support the efforts of the Chinese authorities in their reforms of the medical sector and stand ready to work with them to make the changes for the benefit of patients in China. We will actively look at our business model to ensure we make a significant contribution to meeting the economic, healthcare and environmental needs of China and its citizens.."

The British company stated that the savings generated due to the proposed changes in GSK's operational model will be passed to the consumers through price reductions, "ensuring our medicines are more affordable to Chinese patients."

Last week, police in China said GSK had transferred 3billion yuan ($489million) to travel agencies and consultancies to facilitate bribes to doctors.

Chinese authorities have taken into custody four Chinese executives at GSK in connection with the allegations.

They have accused GSK of using travel agencies to bribe government officials, doctors and hospitals in order to boost sales and prices of their drugs. The investigation began at the end of June, police said.

One of the four executives, vice-president and operations manager Liang Hong admitted on state television (on 16 July) that he had funneled money through travel agencies for arranged conferences, some of which were never held.

GSK's general manager for China, Mark Reilly, is said to have left the country for Britain last month.

The Chinese authorities have said that similar transfers were made by other pharmaceutical multinationals, but without naming any.

Meanwhile, rival AstraZeneca said one of its staff was also being questioned.

In a statement, AstraZeneca said in a statement that it "can confirm that it was visited by the Shanghai Public Security Bureau - Huangpu Branch regarding a local police matter focused on a sales representative.

"We believe that this investigation relates to an individual case and while we have not yet received and update from the Public Security Bureau, we have no reason to believe it's related to any other investigations."

A British Foreign Office spokesman said: "We are aware of the detention of a British national in Shanghai. We are providing consular assistance to the family."

Unfunded Pension Liabilities Are $1 Trillion, Not $3.8 Trillion: Never Take Anything In a Washington Post Editorial At Face Value


Sorry folks, I committed the cardinal sin of accepting an assertion from a Washington Post editorial without carefully checking it myself. This morning the Post's lead editorial used the occasion of Detroit's bankruptcy to beat up on public sector pensions. The Post told readers:

"A new survey by scholars at Boston College finds that state and local pension plans have $3.8 trillion in unfunded liabilities, even assuming strong rates of return."

I did actually check the study and saw the chart showing $3.8 trillion in liabilities. I then wrote up my blogpost accordingly, pointing out how large $3.8 trillion was in the context of the next 30 years' GDP, the planning horizon for pensions.?

But I apparently forgot to think about this number for the necessary 10 seconds before writing. The $3.8 trillion figure should have struck me as way too large for an estimate for unfunded liabilities, and in fact it is. Here's what the Boston College study said (page 2):

"In the aggregate, the actuarial value of assets amounted to $2.8 trillion and liabilities amounted to $3.8 trillion, producing a funded ratio of 73 percent."

You see, the $3.8 trillion figure was an estimate of total liabilities, not unfunded liabilities. Since the pensions have $2.8 trillion in assets, their unfunded liabilities are just $1 trillion. Or, to put this in terms that may be understandable to Post readers, the unfunded liabilities are 0.22 percent of projected GDP over the next 30 years. And, as I noted in my earlier post, most state and local governments are already funding at levels that are consistent with making up this shortfall so there will no required tax increases or spending cuts to meet these future obligations.

So I apologize for accepting the Post's $3.8 trillion figure for unfunded liabilities without looking more closely. Clearly the Post has an agenda to weaken or end public sector pensions and is perfectly happy to use bad numbers to accomplish this goal.

GE posts small gain in 2Q profit, sees US pickup

General Electric is reporting a slight gain in net income in the second quarter and says U.S. operations are picking up steam.

GE said Friday that it earned $3.13 billion on revenue of $35.12 billion in the quarter, up from $3.11 billion on revenue of $36.50 billion last year. On a per share basis, the company earned 30 cents, up from 29 cents last year.

Adjusted to reflect earnings from continuing operations, GE earned 36 cents per share. That's 2 cents less than adjusted earnings last year, but one cent better than analysts polled by FactSet had expected.

CEO Jeff Immelt said emerging markets remained strong, orders in the U.S. showed "strong growth" and Europe has stabilized. The company's orders for new business rose to a record $223 billion.

How To Fight Racial Bias When It's Silent And Subtle

In the popular imagination and in conventional discourse ? especially in the context of highly charged news events such as the shooting of Trayvon Martin ? prejudice is all about hatred and animosity.

Scientists agree there's little doubt that hate-filled racism is real, but a growing body of social science research suggests that racial disparities and other biased outcomes in the criminal justice system, in medicine and in professional settings can be explained by unconscious attitudes and stereotypes.

Subtle biases are linked to police cadets being more likely to shoot unarmed black men than they are unarmed white men. (Some academics have also linked the research into unconscious bias to the Trayvon Martin case.)

Calvin Lai and Brian Nosek at the University of Virginia recently challenged scientists to come up with ways to ameliorate such biases. The idea, said Harvard University psychologist Mahzarin Banaji, one of the researchers, was to evaluate whether there were rapid-fire ways to disable stereotypes. Groups of scientists "raced" one another to see if their favorite techniques worked. All the scientists focused on reducing unconscious racial bias against blacks.

"Within five minutes, you have to do something to somebody's mind so that at the end of those five minutes you will now show a lower association of black with bad. And so this was run really like a competition to see which ones of them might work to reduce race bias and which ones don't," Banaji said.

The results were as surprising for what they didn't find as for what they did. Teaching people about the injustice of discrimination or asking them to be empathetic toward others was ineffective. What worked, at least temporarily, Banaji said, was providing volunteers with "counterstereotypical" messages.

"People were shown images or words or phrases that in some way bucked the trend of what we end up seeing in our culture," she said. "So if black and bad have been repeatedly associated in our society, then in this intervention, the opposite association was made."

Banaji, who has been a pioneer in studying unconscious biases, said she has taken such results to heart and tried to find ways to expose herself to counterstereotypical messages, as a way to limit her own unconscious biases.

One image in particular, she said, has had an especially powerful effect: "My favorite example is a picture of a woman who is clearly a construction worker wearing a hard hat, but she is breast-feeding her baby at lunchtime, and that image pulls my expectations in so many different directions that it was my feeling that seeing something like that would also allow me in other contexts to perhaps have an open mind about new ideas that might come from people who are not traditionally the ones I hear from."

UK Surveillance Agency off the hook, legally, for PRISM

It may be the US government generating the most PRISM-related headlines, but the UK authorities have found themselves in plenty of hot water as well. If you were one of her privacy-concerned citizens hoping to see someone at the Government Communications Headquarter (GCHQ) get their comeuppance, then you're going to be sorely disappointed. The Intelligence and Security Committee (ISC) of Parliament has found that the GCHQ was within its legal powers to collect data on citizens. In particular, the committee cited the Intelligence Services Act of 1994 as giving the authority to do so to the GCHQ. This is far from the end of this saga, but for Brits hoping there would be quick legal retribution for those who unceremoniously listened in on your personal communications, it's a sad day indeed.

The newly-appointed President-Elect of the Royal Society of Chemistry today forecast the impact of advances in modelling and computational informatics on chemistry research in the future.

Professor Dominic Tildesley, who will become president in 2014, said: "The speed and development of computers is now so rapid, and the advances in modelling and informatics are so dramatic that in 15 years' time, no chemist will be doing any experiments at the bench without trying to model them first."

Professor Tildesley is a world-leading expert in large-scale computational modelling and simulation, with a wealth of experience across both academia and industry. He is currently Director of the European Center for Atomic and Molecular Computation (CECAM) at the ?cole Polytechnique F?d?rale de Lausanne in Switzerland. He is also co-chair with Science Minister David Willetts on the Minister's UK e-Infrastructure Leadership Group.

His wide-ranging career has taken him from academic research in the US to lectureships in the UK, to senior positions in research and development at fast moving consumer goods giant Unilever, and back to academia at CECAM, where his role is to promote research into applying powerful computational methods to problems across science and technology.

Professor Tildesley said: "The field of computational modelling has been revolutionised in the past 50 years by enormous software and hardware advances that now enable us to compute material properties - for example, the optical properties of quantum dots, or the behaviour of membrane-bound proteins. It is now even possible to model what happens down to the level of making and breaking chemical bonds in an enzymatic reaction, or dislocations on a metal surface."

During his time in office, Professor Tildesley hopes to apply his academic and industrial experiences to promote the importance of the chemical sciences in global industry and to work with the RSC to forge stronger collaborations between industry and academia.

He said: "I left behind 18 years of academic research and my position as Professor of Computational Chemistry to take up the role of Head of the Physical Science Group, and then Chief Scientist of the Home and Personal Care Division, at Unilever. I never regretted my move into industry.

"I had to learn more about the physical sciences, engineering, life sciences and psychology to work on developing innovative consumer products. I was using my specialised knowledge, but applying it with more breadth to projects such as modelling the decomposition of bacteria in the armpits for new deodorants, and avoiding 'crunchy' ice-cream by examining how peptides could be used to adapt its frozen structure.

"Open innovation - the sharing of knowledge, skills and infrastructure across industry and academia - is so important to our future. There are many important problems that can only be solved by chemical scientists from all sectors working together."

He continued: "I am extremely proud of the opportunity to be President of the Royal Society of Chemistry, starting with my year as President-Elect. The RSC is a leading learned society - dynamic and full of energy - that is both an outstanding publishing business and a superb vehicle for the education and advancement of chemistry. I am very much looking forward to working with the society to shape the future of the chemical sciences across all sectors, both in the UK and in emerging markets."

Chief executive of the RSC, Dr Robert Parker, said: "We are delighted to welcome Professor Tildesley as our President-Elect. He is a valued member of the RSC's Council and brings to the role a vast amount of knowledge and experience of interdisciplinary research across chemistry, materials science, life sciences and engineering in both university and industrial environments. Three Football Razorbacks Voted Preseason All-SEC


FAYETTEVILLE, AR (News Release) - The University of Arkansas football team had three student-athletes voted to the 2013 SEC Media Days Preseason All-SEC Team, which was announced Thursday.

Center Travis Swanson and defensive end Chris Smith were voted to the first team, while kicker Zach Hocker earned third-team recognition. Arkansas is the only school with a first-team representative on both the offensive and defensive line. The 243 voters, most in SEC Media Days history, also predicted Arkansas to finish seventh in the SEC Western Division.

Swanson continues his preseason run of recognition after being named to watch lists for the Rimington Trophy, Outland Trophy and Rotary Lombardi Award as well as multiple All-American and All-SEC teams. The Kingwood, Texas, native was a team captain and earned second-team All-SEC honors in 2012 after leading an offensive line that allowed just 1.58 sacks per game to rank third in the conference and blocked as 24 school or SEC records were broken. Swanson has started all 38 games of his collegiate career, which is tied for the fourth-longest active consecutive games started streak in the country. He has blocked for a 3,000-yard passer in each season, including the first season in school history with a 3,000-yard passer and 1,000-yard rusher and the first time in school history the Razorbacks produced a 1,000-yard receiver in consecutive seasons.

Smith, who was included on watch lists for the Bednarik Award, Bronko Nagurski Trophy and Rotary Lombardi Award, has been a near-consensus first-team preseason All-SEC selection after earning honorable mention All-SEC acclaim in 2012. The Mount Ulla, N.C., native started all 12 games last season, recording 52 tackles, 13.0 for loss with 9.5 sacks, 12 quarterback hurries, four pass breakups and one fumble. He and Jadeveon Clowney are the only two returners in the SEC with at least 9.0 sacks last season. Smith's sacks total ranked seventh on Arkansas' single-season list, and his average of 0.79 sacks per game ranked fourth in the SEC and 25th in the NCAA. His average of 1.08 tackles for loss per game tied for fifth in the conference with teammate Trey Flowers. Smith enters 2013 tied for 12th on UA's career sacks list with 13.0.

Hocker enters the 2013 season as the SEC's active career leader in total points scored, points per game and PATs made and holds school career records for points by a kicker, made PATs and PAT attempts. In his first three seasons, the Russellville, Ark., native has scored 287 points by connecting on 143-of-145 PATs and 48-of-64 field goals. In addition to his school records, he ranks in the top five on Arkansas' career lists for total points scored, field goal percentage, made field goals and field goal attempts. Last season, he led the NCAA with an average kickoff of 64.7 yards, ranked second in the SEC and sixth in the nation with a touchback percentage of 67.27 and ranked third in the conference and tied for 11th in the country with 39 touchbacks.

The Razorbacks report for preseason camp Aug. 4 and open the 2013 season Aug. 31 by hosting Louisiana inside Donald W. Reynolds Razorback Stadium in Fayetteville at 3 p.m. on FSN.

Putin wants Snowden out of Russia, but asylum still on the table

GOGLAND ISLAND, Russia - President Vladimir Putin said on Monday he wanted Edward Snowden to leave after three weeks holed up at a Moscow airport, but also signaled that the former U.S. spy agency contractor was moving towards meeting Russia's asylum conditions.

Snowden flew to Moscow's Sheremetyevo airport from Hong Kong on June 23 in the hope of traveling on to a country that would offer him protection from the United States after he divulged details of U.S. government intelligence programs.

Putin said Washington had trapped Snowden by preventing him from reaching other countries that might shelter him but, wary of upsetting Moscow's former Cold War enemy, has said Russia will grant him political asylum only if he stops actions that could be harmful to the United States.

"As soon as there is an opportunity for him to move elsewhere, I hope he will do that," Putin said during a visit to Gogland Island in the Gulf of Finland.

"The conditions for (Russia) granting him political asylum are known to him. And judging by his latest actions, he is shifting his position. But the situation has not been clarified yet."

Snowden, 30, told human rights campaigners on Friday at a meeting in Sheremetyevo's transit area that he was seeking temporary asylum in Russia until he can travel safely to Latin America, where three countries have said they might take him in.

He has been unable to reach any of those countries - Nicaragua, Venezuela or Bolivia - because there are no direct flights from Moscow and he would risk having his passage barred by the United States and its allies.

The case is an increasingly awkward problem for Putin as Moscow and Washington try to improve relations and he prepares for a summit with President Barack Obama in Moscow in early September, just before a summit of G20 leaders in Russia.

"We have certain relations with the United States and we don't want you to damage our ties with your activity," Putin said, referring to Snowden.

Asked to comment on what comes next for Snowden, Putin, a former KGB spy, said: "How do I know? It's his life, his fate."

He went on to distance Russia from Snowden and his political activities and, as on previous occasions when he has spoken about the case in public, avoided taking the opportunity to gloat at the United States' failure to catch him.

"He came to our territory without invitation, we did not invite him. And we weren't his final destination. He was flying in transit to other states. But the moment he was in the air ... our American partners, in fact, blocked his further flight," Putin said.

"They have spooked all the other countries, nobody wants to take him and in that way, in fact, they have themselves blocked him on our territory," he said.

Washington has revoked Snowden's passport and wants him extradited to the United States to face espionage charges.

Russia often accuses the United States of failing to practise at home what it preaches on human rights abroad, and many pro-Kremlin politicians have cast Snowden as a defender of civil rights. Putin has also accused the United States of backing protesters who have demanded an end to his long rule.

But the Kremlin has avoided parading Snowden before cameras and has repeatedly avoided embarrassing the United States over the young American's flight from U.S. justice.

Tatyana Lokshina of the American-based campaign group Human Rights Watch said after meeting Snowden on Friday that he saw no problem with Putin's asylum conditions because he believed he had done no harm to the United States. Putin did not say what prompted him to believe Snowden's stance was shifting.

Russia has made clear it regards the transit area between the airport runway and passport control as neutral territory and signaled it does not want to upset the United States further by allowing Snowden to step onto what it considers Russian soil.
