The Leaders of St. Louis are proposing restrictions ordinance that could see people who want to resell their mobile phones face a tough restriction. Mayor Francis Slay and Alderman Craig Schmid both said in a news release Friday that while the number of larcenies is down in St. Louis, cell phone thefts and robberies are up; and that is why St. Louis police collaborated with other city officials to develop a proposed ordinance requiring anyone who buys and resells cell phones to obtain a second-hand dealers license from the?city.
Once the proposal is agreed upon, resellers would be expected to record the cell phone?s unique identity number and collect detailed information on the sellers, as well as their names, addresses, a photo of them, a copy of their driver?s licenses and their?thumbprints. This information will be collated and stored in a database where law enforcements can access, as well as track sale of goods that are frequently stolen. The purpose of the proposed ordinance is to recover phones that have been stolen in order to prosecute those responsible for such acts. Phone resellers who violate the ordinance could face a fine as high as $500.
Over the years, there have been upsurge in number of phones stolen in St. Louis and Nationally. That is why nationally, cell phone companies as well as the government are working together to make it more difficult to use stolen cell phones.
In April, United States Sen. Charles Schumer announced that major cell phone carriers as well as the Federal Communications Commission have agreed to set up a database of identification numbers unique to each?phone.
Until recently, United States carrier have only been able to disable so-called SIM cards that can be swapped in and out; and this encouraged a sought of stolen phones black market. With the list, cellular carriers will be able to permanently disable a phone once it?s been reported stolen. However, St. Louis may have to wait a little while as the proposed ordinance is still in its developmental stage.
However, more still needs to be done to actually bring an end to frequent phone theft nationally. According to a written statement by Slay; ?it will take a national solution to make this problem go away.? He went ahead to say that; But we are going to do our part to make it harder for someone who has stolen a cell phone to get money for?it.?
