Kristen Stewart Quits Smoking, Learns French

Kristen Stewart helped MTV News kick off our Sneak Peek Week in style when she and "Snow White and the Huntsman" co-star Sam Claflin joined our own Josh Horowitz for a fun-filled chat Tuesday night, during which she revealed that not only is she learning French, she's also recently given up a very bad habit.

The "Twilight" starlet decided to learn the foreign language while filming the much-anticipated adaptation of Jack Kerouac's beat generation classic "On the Road," which just premiered at the Cannes Film Festival.

"On 'On the Road,' everyone spoke French. We were primarily in Montreal," Stewart told MTV News. "I spent so much time ... and I was just, like, feeling so pathetic. Not only is it a very dope language, it's more like I really want to be able to talk to a few people so badly."

And while her coolness has never been in question, the busy actress apparently felt a little insecure about her cred while trekking around Paris unable to speak the language. "When I'm in Paris, I feel like I could be so much [cooler]. I'm like, 'Wow, I could be so cool.' So that's the main inspiration," she said.

When chastised about one Parisian habit she adopted a while back, smoking cigarettes, Stewart was quick to reveal that she has apparently given it up — though she didn't want to talk too much about her health-conscious move for fear of jinxing herself.

"You can't acknowledge it or else suddenly ... you can't think about it," the slightly rattled actress confessed amid a loud round of applause for her achievement.

Stewart will take the stage with her "Huntsman" co-stars Charlize Theron and Chris Hemsworth as presenters at the 2012 MTV Movie Awards on Sunday. "Huntsman," which hits theaters Friday, kicked off our MTV Sneak Peek Week, which will also include exclusive peeks at some of the summer's hottest films, from "That's My Boy" (Wednesday) and "Magic Mike" (Thursday) to "Rock of Ages" (Friday), as well as nightly chats with their casts live from the 5 Towers on Universal CityWalk. Mary Meeker: ?Mobile Monetization Has More Going For It Than Early Desktop Monetization Had?

A lot of the company's growth is coming from mobile, after all, but it's currently very hard to make money of this mobile traffic. At AllThingsD's D10 conference today, Kleiner Perkins partner Mary Meeker released her annual overview of Internet trends and she, too, highlighted this mobile monetization problem.

RIM to cut thousands in restructuring ? reports

Research in Motion, the company that makes the BlackBerry smartphone, is planning a global restructuring that could result in thousands of job cuts, reports say.

Canada?s Globe and Mail newspaper, which originally reported the layoffs on Saturday, said the expected round of layoffs will touch around 2,000 employees, or 12 percent of the company?s workforce.

The newspaper also said the cuts are due to begin on June 1 -- one day before Research in Motion?s first quarter ends. But some expect the announcement even earlier.

A RIM spokeswoman declined to comment on the reports of layoffs. Research in Motion had about 16,500 employees worldwide as of March 2012.

A source close to the company told Reuters the number of impending layoffs could be higher and hit as many as 6,000 employees, affecting Research in Motion?s legal, marketing, sales, operations, and human resources divisions.

?The strategic question is: are you accelerating into a better future or shrinking to a niche operation,? said the source, who declined to be identified due to the sensitive nature of the job cuts.

The job cuts would be the second downsizing in a year for the Blackberry maker as it races to shrink its operations to compete with fierce rivals.

Once a smartphone sector heavyweight, Research in Motion has seen sales fall significantly as it has lost market share to Apple?s iPhone and smartphone makers who use Google?s Android software.

A?string of high-profile departures has hit RIM in recent months. On Monday, the company said Chief Legal Officer Karima Bawa?has resigned and will soon leave the company.

New chief executive officer Thorsten Heins, who took over from longtime co-CEOs Mike Lazaridis and Jim Balsillie in January, is reorganizing the company and plans to streamline operations and save $1 billion in the fiscal year.

Millions in global aid for Iraq sits unspent

BAQOUBA, Iraq (AP) ? Outside the crumbling elementary school, goats feed on trash strewn across the front yard. Inside, the ceiling is rotting, toilets don't work and students scrunch hip-to-hip behind narrow desks.

Millions of dollars in international aid to build and repair Iraq's dilapidated schools have for years gone unspent. Now, Iraq's government risks losing the funding as the World Bank weighs whether some of it would be better used elsewhere.

The dilemma is one that echoes across the international aid community ? whether to continue financing a government with vast oil resources and a $100 billion annual budget or divert the assistance to needier nations. It also reflects growing frustration over the bureaucratic hurdles and contracting problems that have kept the money from being used.

The spending delays have left buildings like the scruffy al-Min elementary school in the former insurgent stronghold of Baqouba, 60 kilometers (35 miles) northeast of Baghdad, in limbo. It's one of thousands of schools across Iraq that desperately need money for repair.

"The building looks like a prison, not a school," said headmaster Abdul-Karim Mohammed Sabti. "This is not an appropriate atmosphere for learning."

The education aid is a slice of $1.3 billion in grants and loans the World Bank and its donor nations have given Iraq since 2004 to fund efforts ranging from labor and welfare programs to providing emergency health services and protecting the environment. Initially, the money was intended to help rebuild the country after the 2003 U.S.-led invasion that ousted Saddam Hussein. But the bank maintained the assistance as it became clear the country desperately needed help as it faced years of violence.

More than one-third of the overall assistance ? about $469 million ? has yet to be spent and the World Bank must decide soon whether to extend a deadline for several of the programs to close by the end of June, or face losing grants to rebuild schools.

"When we talk with the government, when we talk to the primary stakeholders in the country, we try to explain to them that it is a pity that this money is just sitting where it is and it is not being utilized," said Marie-Helene Bricknell, the World Bank's special representative for Iraq.

Some of the money may have to be given back and distributed to the world's poorest counties if Iraq continues to sit on it, she said.

"It may difficult for us to argue (to keep) it if Africa needs the money, or if there is another food crisis in the world," Bricknell said. "Given the austerity around the world, it may be very difficult."

But World Bank officials in Baghdad also acknowledged the Iraqi government faced tremendous hurdles in trying to carry out the projects. There was no parliament when the first tranche of funding was provided, and the government was barely functional in the years the nation teetered on the brink in civil war.

The projects have picked up since Iraq's new government was seated in late 2010, but bureaucracy and contracting problems have stunted progress.

The World Bank is the latest foreign donor to be frustrated by Iraq's lax use of reconstruction aid. Billions of U.S. taxpayer funds have been wasted on projects to rebuild Iraq since the 2003 invasion. Auditors and prosecutors say much of the money has been siphoned away in corrupt contracts.

U.S. funding for Iraq is also dropping dramatically following the departure of American troops in December. Congress is considering cutting aid to Iraq by 77 percent and slashing what was initially touted as a $1 billion program for Iraqi police that was to be the centerpiece if the U.S. Embassy in Baghdad's efforts to continue training security forces.

In 2005, the World Bank began giving Iraq an additional $508 million in special loans that have little to no interest to try to speed up the development projects. The loans are normally given to the world's poorest countries, nearly half of which are in Africa.

Iraq is not considered a low-income country by the World Bank and normally would not be eligible for the funds. But an exception was made as Iraq struggled to recover from upheaval. A quarter of Iraq's population of 31 million lives in poverty, and 15 percent are unemployed, according to U.S. data compiled by the Central Intelligence Agency between 2008 and 2010.

Iraqi schools provide a stark example of the problem. Less than half of the $204 million earmarked for education programs has been spent.

Baghdad has asked for more time to spend about $16 million that's left from grants issued in October 2004 to rebuild schools. The Bank has signaled it may extend the June 30 deadline for the grant by another year.

With the roughly $44 million that's been spent so far, Iraq's education ministry has built 37 new schools nationwide and upgraded 133 old ones. Thirteen more schools are under construction and are expected to be completed by June 2013. Another 30 schools were built in Iraq's southern marshlands between 2006 and 2009 under a different World Bank program that cost $5.2 million.

All the 37 new schools were finished over the last 18 months, said senior Education Ministry official Saad Ibrahim Abdul Rahim, who is the agency's head liaison to the World Bank. He blamed the yearslong delay on bureaucratic snarls, a slow cash-flow to contractors and a lack of available land in populated areas upon which to build.

But last year, the ministry won approval from the prime minister's cabinet to build schools on land that belonged to other government agencies, and progress was made.

More than 6 million students attend Iraq's 15,000 public schools. Rahim said at least 5,000 more schools are needed to ease severe overcrowding.

Another $100 million was given to Iraq as an emergency education loan to ease crowding and update the curriculum in Iraq's schools. The project began in November 2005. Since then, the government has spent only $11 million and has three times asked for the loan to be extended in order to keep the money. It currently expires in June 2013.

There was initial optimism when the World Bank reconstruction program in Iraq began in 2004, but that vanished as the country spiraled into a cycle of violence with sectarian fighting and an insurgency that killed tens of thousands of people.

"After the collapse of the Saddam regime, there was a strong feeling that Iraq was going to grow and build a lot of projects," Rahim said. "But a year later there was a lot of sectarian conflict, and a lot of problems that caused a huge delay to all of the projects, in all of the ministries, for the reconstruction of Iraq."

Rahim was confident the deadlines would be met as violence ebbs and Iraq edges toward stability.

The Education Ministry spent $6.9 million of the loan funding last year ? more than six times of what it spent in 2010. By comparison, the ministry spent $19,800 from the loan fund in 2008.

"We are on track now and the project is going ahead, and there are no huge challenges or any big obstacles to slow or detail it," Rahim said.

Overall, Iraq had spent nearly $839 million of the $1.3 billion in World Bank grants and loans as of March 31, the latest data available. That money has helped create cell phone networks, improve drinking water for 600,000 people, rebuild and restock hospital emergency rooms, and train dozens of doctors and nurses across Iraq, according to the World Bank.

It has also paid for several studies to strengthen Iraq's government, reduce poverty and provide forecasts for the oil and gas industry through 2030 ? and any spinoff businesses that can create jobs and generate money.

And it has put 80 million textbooks in the hands of students whose numbers are growing every day. Half of Iraq's population is under 18, according to the United Nations, forcing schools to teach classes in morning and afternoon shifts to accommodate all the students.

In Iraq's northeast Diyala province alone, 381,000 students are enrolled in schools, said local education director Jaafar Moween al-Zarkushy.

Of 870 schools in Diyala, 65 were destroyed in sectarian fighting since 2003, al-Zarkushy said. Another 110 schools are about to collapse, and 17 more have been deemed inadequate because they are made out of mud.

"All students need a place to go to be taught," al-Zarkushy said forlornly. "The signs are not encouraging."

A prospect who requests information about your product or service for the first time could get one type of marketing message; for example, an invitation to register for your newsletter. On the other hand, you might send a loyal customer a special preseason offer.

"You have to be careful that you don't cannibalize your offer," she says. A clear, direct email program with a message such as "Book now for the season" or "Get ahead of the crowd" raises the awareness of customers and preserves the value of your product or service at the same time.?

Customers also respond to, and get involved with, email campaigns that offer genuinely valuable, intriguing, or even amusing information sent in the off-season.

Jeanne Rossomme, a blogger for SCORE and founder of RoadMap Marketing, her own Washington, DC-based marketing company, recalls a woman who runs an educational camp during the summer, but sends target-specific emails to her customers throughout the year with a math theme.

WASHINGTON (AP) ? President Barack Obama is paying tribute to veterans during Memorial Day weekend, honoring those willing to sacrifice their lives for their country.

Obama says in his weekly radio and Internet address he will mark Monday's holiday with veterans and their families at Arlington National Cemetery and the Vietnam Veterans Memorial.

The president says the nation needs to honor veterans, including those who served in Iraq and Afghanistan, by ensuring they have access to health care, higher education and jobs.

In the Republican address, congresswoman Lynn Jenkins of Kansas says higher prices from gasoline to groceries have placed a strain on families. She is calling for building the controversial Canada-to-Texas Keystone XL oil pipeline.

Female troops sue to break combat glass ceiling

Two female soldiers are suing the U.S. government over restrictions on women in combat, claiming that the policies violate their constitutional rights.

Bloomberg News reports that U.S. Army reservists Jane Baldwin and Ellen Haring filed the lawsuit against Defense Secretary Leon Panetta and Army Secretary John McHugh.

The women argue that current policies infringe on their Fifth Amendment right to equal protection and restrict the potential for advancement in the Army.

For many soldiers, promotions are based on combat duty, and the women argue that because they have restricted combat assignments, their opportunity for promotion is limited, New York magazine reports.

The Army recently announced that it would consider allowing women into its elite Ranger School, but as of now, women are prohibited from joining the special forces or conducting long-range reconnaissance operations.

Women are currently forbidden from being on the front line of combat, but many woman argue that their jobs already place them in combat situations. The Army has circumvented its own policies by placing women with ground combat units.

A Pentagon spokesman said in an email that Panetta is ?strongly committed to examining the expansion of roles for women in the U.S. military, as evidenced by the recent step of opening up thousands of more assignments to women.?

Last week the Army opened more than 14,000 positions to women that were previously restricted.

Afraid of needles? Futuristic syringe doesn?t need them

Getting a shot may soon be nearly painless, according to researchers developing a new type of syringe.

The device is able to blast a high-pressure jet of medicine at the speed of sound through a person?s skin without the aid of a hypodermic needle.?

The jet is about the same diameter as a mosquito?s proboscis, Ian Hunter, a mechanical engineer at the Massachusetts Institute of Technology, explains in the video below.?

?As many of you know, you don?t feel when the mosquito inserts its proboscis into your skin because it?s so very narrow,? he said.

While needle-less syringes have been around for a few years, the prototype device Hunter and his colleagues are developing can be fine-tuned to control the depth and speed of drug delivery.

For example, a shot may start with a super high-pressure blast to penetrate the skin, but then scaled back to deliver the drug in a slower stream.

This variable adjustment of the jet may ring familiar to fans of Star Trek, where medical officers are constantly fiddling?with drugs and doses.

This is all possible thanks to a mechanism called a Lorentz-force actuator that MIT describes in a news release as:

A small, powerful magnet surrounded by a coil of wire that?s attached to a piston inside a drug ampoule. When current is applied, it interacts with the magnetic field to produce a force that pushes the piston forward, ejecting the drug at very high pressure and velocity. ? The speed of the coil and the velocity imparted to the drug can be controlled by the amount of current applied.

The device can be programmed for different types of skin ? a baby getting the whooping cough vaccine at the doctor?s office, for example, has softer skin than parents and grandparents who might also need the shot.

According to Hunter, the device can be used for delivery of drugs right through the eye into the retina as well as the inner ear.?

The device can also be programmed to vibrate, which is able to make powdered drugs behave as if they were a liquid, which means it can inject powdered vaccines in parts of the world that lack refrigeration.

China must act to prevent hard landing: World Bank

China's economic growth will ease further this year, presenting policy makers in Beijing with the challenge of preventing an excessively abrupt slowdown, the World Bank said in a report Wednesday.

The bank warned slower expansion in China would ripple across Asia and the Pacific, but said the region remained resilient to Europe's economic woes, describing it as a "bright light" in a world mired in low growth.

"China's near-term policy challenge is to sustain growth through a soft landing," the bank said in its half-yearly review of Asia's developing economies.

"While the prospects for a gradual slowdown remain high, there are concerns that growth could slow too quickly. However, sufficient policy space exists to respond to downside risks."

The World Bank predicted that China's economy, the world's second-largest, will expand 8.2 percent in 2012, down from 9.2 percent in 2011 and 10.4 percent in 2010.

"A further slowing of demand (in high-income countries) would ripple quickly through East Asia's production and trade networks, where China occupies a central position," it said.

"Second, the main domestic downside risk arises from the ongoing correction in China's property markets, even though such an adjustment has so far remained gradual and orderly."

Concerns over slowing growth have intensified in China after weak economic data for April was released last week. Growth in industrial production, imports, exports, fixed-asset investment and bank lending all eased in April.

Since then, Beijing has lowered the amount of money that banks are required to hold in their coffers, and economists predict more measures are to come.

The Chinese government has set a growth target of 7.5 percent for 2012, mainly in a bid to keep unemployment under control and avoid social unrest.

The World Bank said China has the means to boost fiscal spending, but should avoid the kind of massive infrastructure spending that characterised its response to the crisis in 2008.

"Fiscal measures to support consumption, such as targeted tax cuts, social welfare spending and other social expenditures, should be viewed as the first priority," it said.

Slower growth in China will pull down the region as a whole, with the developing economies in Asia and the Pacific expected to expand 7.6 percent in 2012 from 8.2 percent in 2011, the bank said, but it kept an optimistic tone.

"In a world where growth is stuttering along in most regions, East Asia and the Pacific is a bright light," said Pamela Cox, World Bank vice president for East Asia.

"It is a region that is resilient to Europe. Europe is a cloud on the horizon, but it is not pouring rain yet in East Asia," she said, referring to the sovereign debt crisis in Asia's key export markets.

Commodity exporters throughout the region experienced a boom in 2011, but may be vulnerable if China goes through a faster slowdown than anticipated, triggering an unexpected drop in commodity prices.

"If (China) were to slow down further, that might have an effect on commodity prices... so it is something to take account of," said Bert Hofman, the bank's chief economist for the region.

"Some countries like Australia have a very diversified economy, but some countries that are more narrowly based and rely predominantly on commodity exports might prepare for a situation where commodity prices might be a little lower."

The bank said this should prompt developing countries in the region to speed up an existing trend for relying less on exports and more on domestic demand to maintain high growth.

"Some countries will need to stimulate household consumption," said Bryce Quillin, World Bank economist and lead author of the report.

"In others, enhanced investment, particularly in infrastructure, offers the potential to sustain growth provided this does not exacerbate domestic demand pressures."

Hofman said the region as a whole seemed well positioned to weather new global volatility.

"Many countries run current account surpluses and hold high levels of international reserves. Banking systems are generally well-capitalised," he said.

"Still, risks emanating from Europe have the potential to affect the region through links in trade and finance."

Working better with people from India ? International Business Skills ...

India is a unique, diverse and culturally rich country with a long history and major geographical differences. Managers and professionales who work with Indians need patience and the understanding that India is like a continent with huge differences and contrasts.

So how can we work and communicate better with people from India on International Projects

Here are some cultural factors to help you:

1) Time and Project Management: India has improved a lot on its ability to meet deadlines and deliver projects on time. However inside each project they are not always so good at setting deadlines, establishing benchmarks and milestones. So these points need to be discussed openly and clearly by both sides so these differences can be highlighted. Then both sides can start working on a middle point that works for both sides.

2) Respect and Seniority: Indian society is very hierarchical where older people are very respected. Translated into a company environment this means that respect must be shown to the most senior person and they should often be consulted first even if they are not directly involved or the person who knows most about the project.

3) Managers and professionals: We can put them into 3 categories, in which each category has huge differences in professional experience and ways of working:

  • NRI?s (non-resident Indians) who have lived and worked abroad in the US, Europe or Middle East.
  • Indians who have worked in multinationals and the international hospitality industry in India.
  • Local professionals who are learning how to work with foreigners sometimes for the first time.

4) Language: Hindi and English are India?s official languages. There are also clear differences in the way Indians speak and use English:

  • Stress: Indian speakers of English may use different stress patterns from British English and American English speakers, because hindi stresses words at the end of the sentence rather than main words.
  • Indian Invented Words: Words used in Indian English which are not used in British English. For example, do the needful (do what?s needed), ?prepone? (=bring forward) and revert (come back to).
  • Intonation: Some Indian?s speak English with a ?sing song? intonation.
  • Speed: Some Indians speak very quickly reflecting the speed at which they speak Hindi or their own language.
