Actor Depardieu puts Paris house on sale as tax furor rages

PARIS (Reuters) - French actor Gerard Depardieu, accused of trying to escape the taxman by buying a house just over the border in Belgium, has put his sumptuous Parisian home up for sale.

Depardieu, the latest wealthy Frenchman to seek shelter from government tax hikes, is selling a vast early 19th-century manor house in the Saint Germain district of the capital, playground of writers, jazz musicians and art dealers over the decades.

His real estate agent declined to say how much he was asking for a property that is on a list of protected national monuments and, as well as the main house, has a swimming pool, landscaped gardens and an ultramodern annex that once served as a theatre.

News of the Parisian sale plan came a day after French Prime Minister Jean-Marc Ayrault described Depardieu's behavior as "pathetic" and unpatriotic at a time when the French are being asked to pay higher taxes to reduce a bloated national debt.

An angry member of parliament has proposed that France adopt a U.S.-inspired law that would force Depardieu or anyone trying to escape full tax dues to forego their nationality.

The 63-year-old "Cyrano de Bergerac" star recently bought a house in Nechin, a Belgian village a short walk from the border with France, where 27 percent of residents are French nationals, local mayor Daniel Senesael told French media on Sunday.

Depardieu also enquired about procedures for acquiring Belgian residency, he said.

The move comes three months after Bernard Arnault, chief executive of luxury giant LVMH and France's richest man, caused an uproar by seeking to establish residency in Belgium - a move he said was not for tax reasons.

Belgian residents do not pay wealth tax, which in France is now levied on those with assets over 1.3 million euros ($1.7 million). Nor do they pay capital gains tax on share sales.

Socialist President Francois Hollande is pressing ahead too with plans to impose a 75-percent supertax on income over 1 million euros.

While Depardieu's real estate agents did not comment on the price being sought for the Paris property, a local newspaper suggested it could be in the region of 50 million euros.

At average prices quoted on the Internet, a property of that size would command upwards of 20 million, without the additional status of a national monument, celebrity appeal or the artwork renovation commissioned by Depardieu when he bought it in 2003.

Depardieu's agents declined to comment.

Review of NASA's Ground Systems Development and Operations assesses progress determining infrastructure needs

Dec. 12, 2012 ? NASA's Ground Systems Development and Operations (GSDO) Program recently completed an important System Requirements Review/System Definition Review (SRR/SDR) as part of planning for future operations at the agency's Kennedy Space Center. The reviews help establish the groundwork needed to launch NASA's Orion spacecraft atop the Space Launch System (SLS) rocket beginning in 2017.

The SRR/SDR began July 11, with a kickoff meeting in which GSDO presented a summary of its program planning, requirements, architecture and operations documentation required for the milestone. The goal was to determine the center's infrastructure needs for future programs and establish work plans for the preliminary design phase.

"This GSDO team has done superb work in achieving this important milestone," said Pepper Phillips, program manager of Kennedy's GSDO Program Office. "This thorough review has validated that our baseline architecture is sound and aligns with the agency's exploration objectives."

The GSDO Program is determining what systems and facilities will be required to support launching SLS with Orion atop it from Kennedy. Orion is NASA's multi-purpose crew vehicle that will provide a new capability for human exploration beyond low Earth orbit. SLS is a powerful new rocket in development that will take astronauts farther into space than ever before.

"Our mission is to ensure we can process and launch the next generation of launch vehicles and spacecraft," said Tammy Annis, SRR/SDR lead in GSDO. "To meet this goal we need to develop the ground systems, infrastructure and operational approaches to sustain that mission."

The 37-member board reviewed reports on products such as Kennedy's future infrastructure needs, including estimates on cost, schedule and technical data.

"The teams have developed 42 products of which 16 were reviewed during the SRR/SDR process," said Greg Horvath, division chief in GSDO Program Integration.

"These reports included studies by teams that focused on program-level integration, vehicle integration and functional program requirements," he said.

The review board includes representatives from NASA Headquarters, the SLS and Orion Programs, mission operations, the astronaut office and Kennedy intuitional organizations.

GSDO teams specialize in multiple areas of development and operations at Kennedy. The current focus is on establishing program requirements, architectures and operations planning.

The Vehicle Integration and Launch team researches the equipment, management and operations required to safely attach a spacecraft to a rocket, move the launch vehicle to the pad and successfully send it into space.

The Offline Processing and Integration Team is developing ways to process the Orion spacecraft, rocket stages and the launch abort system before they are assembled into one vehicle.

Another group is modernizing the Command, Control, Communications and Range Systems involved in launching astronauts into space. In addition to bringing computers, tracking systems and other networks up-to-date, the team is creating systems that can manage several different kinds of spacecraft and rockets.

Unlike previous work focusing on a single kind of launch vehicle, such as the Saturn V rocket or space shuttle, engineers and managers in GSDO are preparing infrastructure to support several different kinds of spacecraft and rockets that are in development.

"Our focus on this review is the ground infrastructure of Orion and SLS," Horvath said. "However, we are continuing to evaluate strategic investment opportunities that will enable us to best align the unique capabilities of the Kennedy Space Center with commercial space pursuits as those plans mature."

Horvath explained that is important for the GSDO, SLS and Orion Programs to work closely together so that they all get to the planned first launch in 2017.

"We're focusing on building ground systems with interfaces to flight vehicles," he said. "Orion's systems are reasonably mature, with hardware already here at Kennedy. The SLS design is less mature at this stage, so we have to continue discussions with the people in Flight Systems as we design the integration facilities and mobile launcher umbilical connecting points between ground systems and the rocket."

Tim Honeycutt, the Technical Management branch chief in GSDO Program Integration, says that he is pleased with progress so far.

"We've determined what the issues are and we're developing a good strategy to mitigate them," he said. "It positions us well as we move forward." The next step, the Preliminary Design Review, begins in November 2013.

"That review will allow us to evaluate preliminary designs of new systems here at Kennedy and better establish where we need to make prudent modifications to existing systems," Honeycutt said.

Empire Co profit rises on higher sales at Sobeys

(Reuters) - Empire Co Ltd reported a higher second-quarter profit as sales at its Sobeys supermarket chain rose due to acquisitions.

Net earnings increased to C$93.3 million ($95 million), or C$1.37 per share, from C$78.1 million, or C$1.15 per share, a year earlier.

Total sales rose 9 percent to C$4.40 billion in the quarter ended November 3.

Sales at established stores, a key measure for retailers, rose 1.3 percent at Sobeys, Canada's No. 2 grocer behind Loblaw Cos Ltd .

Sobeys' contribution to sales rose 11 percent to C$4.34 billion from C$3.98 billion. The growth was a result of the acquisition of 236 retail gas locations and related convenience store operations in the fourth quarter, the company said.

Canadian grocers are under pressure as Wal-Mart Stores Inc expands its food offerings in the country and will see even more competition when Target Corp kicks off its aggressive Canadian roll-out in the spring.

But Sobeys may be somewhat insulated, thanks to its contract to supply some of Target's groceries.

Empire shares were up about 3 percent at C$60.05 in morning trading on the Toronto Stock Exchange.

Alan Alda and kids ask: 'What is time?'

Actor Alan Alda has a question for scientists around the world. He wants to know what time is.

Oh, and he wants the explanation in words an 11-year-old would understand.

Alda, known for his roles on the television show "M*A*S*H" and "The West Wing," has turned his interest toward science communication as a founding member of the Center for Communicating Science at Stony Brook University in New York. Last year, he challenged scientists to answer the question "What is flame?"

  1. Science news from NBCNews.com

    1. Here's the real-life face of a 'Hobbit'

Researchers have revealed what the face of a controversial ancient human nicknamed "the Hobbit" might have looked like.

    2. Serbian mountain draws 'Doomsday' crowd
    3. Brain cells made from human urine
    4. Hawking, CERN scientists win big physics prizes

That query was inspired by a question Alda himself asked a teacher as an 11-year-old boy. The answer he received at the time ? "oxidation" ? meant nothing to him, so he launched the Flame Challenge last year to get a better answer. The winner of the contest, University of Innsbruck physics doctoral student Ben Ames, made a song and video to explain the concept.

This year, Alda and the Center for Communicating Science crowdsourced questions from today's 11-year-olds. When they got a number of queries about time, time travel and the beginning of time, they decided to distill the question into a deceptively simply one: What is time ?

"They're asking a very deep question this year (What is Time?!)," Alda wrote on the Center's website. "It's going to be fun to see how scientists around the world answer that one in everyday language."

Scientists are welcomed to send in their responses by March 1, 2013, using video, song, animation or any other tool that might help make sense of the question. The only criteria: The answer must interest and inform 11-year-olds, who will judge the answers and choose the final winner.

In a video on the site, Alda encourages fourth- through sixth-graders to become judges: "The wonderful thing about this contest is the entries are going to be judged by real 11-year-olds. So this is one time when people your age get a chance to tell people their age 'No, good try, but you didn't quite do it,' or 'Great try, and you win the contest.'"

Five-Star Match of the Week: Bret Hart vs. Mr. Perfect - Intercontinental Championship Match, SummerSlam 1991

Every Wednesday, WWE Classics and Greatest Matches team up with your favorite Superstars to bring you the Five-Star Match of the Week. We ask a Superstar in the WWE locker room to select one of the greatest wrestling matches of all time, and WWE.com brings you that full-length match, uncut.

Most members of the WWE Universe know Heath Slater as the frontman of the quirky trio called 3MB. Or, fans know Slater as the cocky loudmouth who dared returning Legends to face him leading up to Raw 1,000. But what you may have forgotten is Slater is a multi-time champion. The ginger-haired rocker has held the WWE Tag Team Championship on three occasions. So perhaps it is no surprise Slater picked a championship match as his choice for Five-Star Match of the Week.

?My pick would be SummerSlam 1991. Bret ?Hit Man? Hart versus Mr. Perfect,? Slater said. ?You can literally sit and watch that match, which I have, numerous times, over and over and over and over.?

By many accounts, it is one of the greatest Intercontinental Title bouts of all time, widely regarded in the same class as Randy Savage versus Ricky Steamboat from WrestleMania III.

?Just studying it, it?s one of those matches that just doesn?t get old,? Slater insisted. ?You just get hooked on it.?

Going into SummerSlam, the ?Hit Man? was mostly known as a tag team specialist, having paired up for much of his young career with his brother-in-law, Jim ?The Anvil? Neidhart. This was Bret?s opportunity to establish himself as a formidable singles competitor, but he had quite the challenge ahead of him. WWE Hall of Famer Curt Hennig, known then as Mr. Perfect, won his first Intercontinental Title in a tournament in spring 1990. By SummerSlam 1991, he had been champion for 13 of the previous 16 months.

It was, by far, the longest contest of the event, which featured a stacked lineup including Hulk Hogan, Ultimate Warrior and other iconic Superstars. In the end, The Excellence of Execution forced Mr. Perfect to submit to the Sharpshooter with Bret?s parents looking on from the crowd.

?All in all, it was just a very good night for Bret Hart. Good, memorable night for him because it was his first singles title,? Slater said. But as great as a night it was for Bret, what makes the match even more remarkable is that Hennig wrestled with a badly injured back. His performance cannot be ignored.

?There are a lot of Five-Star Matches that are pretty damn good,? Slater stated. ?But Bret Hart versus Mr. Perfect from SummerSlam ?91 was one of those matches that I would love to have for myself.?

Perhaps one day, the 3MB crooner will also rise from the team ranks to win a singles championship.

Corporate tax battle enters fiscal cliff fracas

19 min.

If you?re enjoying the name-calling and political hair-pulling in the debate over raising the tax burden on wealthy individuals, you?re going to love the coming battle over reforming the corporate tax code.

?It's not going to be easy, it?s not going to be fun and it's going to be as bloody probably as the fiscal cliff charade,? Caterpillar CEO Douglas Oberhelman told CNBC. ?But it?has to be done.?

Business leaders this week stepped up pressure to include an overhaul of corporate taxes as part of the broad budget battle unfolding in Washington. On Wednesday, the Business Roundtable,?a non-partisan group of U.S. chief executives,?implored in a?full-page ad in national newspapers that "it's time to act." Agreeing to a broad package of increased revenues and entitlement reforms, the CEOs urged, would give them the confidence to "invest in new factories, equipment and employees." ??

American corporations have never been shy about asking Congress to make changes in the U.S. tax code. After decades of lobbying, they've?succeeded in larding the law with a thicket of exemptions, deductions, exclusions and other givebacks.?

It?s tempting to think that closing just some of?those loopholes would make a big dent in the federal budget deficit.?But even if fiscal cliff negotiators agreed to eliminate every dollar of corporate tax breaks, the amount ?saved? would cover about 15 cents of every deficit dollar.

?It?s negligible,? said Scott Hodge, president of the Tax Foundation, which supports deep cuts in corporate taxes. ?There?s about $1.1 trillion worth of so-called tax expenditures in the tax code and about $900 billion of?that is for individuals.?

The biggest obstacle to tax reform? You are

Still, American corporations love their tax breaks. Among the world?s advanced economies, the U.S. has the?highest tax rate on corporations?? the starting point in calculating how much they owe Uncle Sam?every year. But by the time American companies have subtracted a long list of deductions from their tax bill, the average effective tax rate is more like 27 percent.

In relation to the size of the U.S. economy, however,?American corporations pay the among the smallest tax burden in the developed world. And corporations have been paying a shrinking share of the total tax burden for decades. Corporate tax receipts are less than 2 percent of gross domestic product, down from a peak of 6 percent in 1950.

That shrunken share is, in part, an illusion. Beginning in the late 1980s, following a major overhaul of the tax code, many businesses changed their legal status to take advantage of individual tax rates.?

These so-called ?pass through? companies (so-called because they pass through their taxable income to owners or partners) now make up more than 90 percent of all business tax returns ? and as much as half of all business taxes?paid.

The average corporate tax?rate also masks a wide variation in what different companies pay. Some, for example, pay no tax at all, according to a study last year by Citizens for Tax Justice. That big disparity is one reason proponents of corporate tax overhaul think it?s time to blow up the existing code and start over again.

?In the negotiation to start this, you have to start from zero because everybody is going to have their pet deduction, their pet credit, whatever it is,? said Caterpillar's Oberhelman. ?But let's all agree we start from zero, whatever that tax rate is, and go from there.?

Though there are dozens of industry-specific provisions in the code, very little of the total cost of these tax breaks?? about 8 percent ? goes to specific industries. Tired of those giveaways to the oil and gas industry? Eliminating them would save just $2 billion, or about one-tenth of one percent of the $1.3 trillion deficit.

Some of those targeted tax breaks turn out to have unintended consequences. A tax break for manufacturers that make their products in the U.S. sounds like a good idea in theory. But in practice, it doesn?t always produce the incentives it was designed to create.

?If you?re McDonalds and grind hamburger for your own purposes, you can?t take the manufacturing deduction,? said Hodge. ?But if you?re some other company and you grind hamburger to sell to McDonald's, you can. It?s insane.?

Most corporate tax breaks???about two-thirds of the?total in dollar terms ? are available to all companies. One of the most popular allows companies to write off the cost of buying new equipment. It?s not likely to be cut or reduced, especially until the economy shows more convincing signs of strength.

?The locomotive that pulls our economy is investment in equipment and software,? said FedEx CEO Fred Smith. "It's our reduced level of capital investment that's produced our low GDP growth rates and our high unemployment."

Investment by business has rebounded since the end of the 2007 recession, in part because of a provision in the 2009 stimulus package that provided more generous tax breaks for purchases of new plants, equipment and software. But that capital investment is still some 13 percent below the peak in the second quarter of 2007. The expiration of those temporary tax breaks next year could slow the pace of investments, adding further drag on economic growth.

The goal of overhauling U.S. corporate taxes is to eliminate the thicket of tax breaks to lower the top tax rate for all companies, making them more competitive around the world. But proponents of deeper cuts argue that the burden of corporate taxes ultimately falls on American taxpayers and consumers.

?If the price of fuel goes up, companies generally don?t eat that cost,? said Hodge. ?It?s passed through to consumers through higher prices, or they have to lay off workers to afford those higher costs, or shareholders get less through dividends because profits are less. Same goes for taxes.?
