(AP) ? Cleanthony Early kept stealing glances down at the hat in his hands while he waited for his turn to climb the stepladder. The Wichita State forward seemed stunned at the words on the side of his brand-new ballcap: "Final Four Atlanta."

"It's crazy. I still can't believe we're here," Early said. "You try to expect it, but you expect a lot of things that don't happen. This really happened."

Believe it. Wichita State is going to Atlanta, and these Shockers are no longer a surprise after the way the tenacious ninth seeds held off mighty Ohio State in the West Regional final.

Malcolm Armstead scored 14 points, Fred Van Vleet bounced in a big basket with 1 minute left, and Wichita State earned its first trip to the Final Four since 1965 with a 70-66 victory over the Buckeyes on Saturday.

Van Vleet scored 12 points as the Shockers (30-8) followed up last week's win over top-ranked Gonzaga with a nail-biting victory over the second-seeded Buckeyes (29-8), whose 11-game winning streak ended one short of their second straight Final Four. Wichita State's 20-point lead in the second half dwindled to three in the final minutes, but several Shockers stepped up with big plays to stop the surge, heeding coach Gregg Marshall's halftime command to "play angry."

All that anger turned into a joyous postgame party at midcourt, even though the Shockers realize they've got more work to do.

"I don't think we're Cinderella at all," Marshall said. "Cinderellas usually are done by this stage. If you get to this point, you can win the whole thing. You beat a No. 1 seed and a No. 2 seed ? I don't think Cinderella just found one glass slipper. I think she found four."

Wichita State is just the fifth team seeded ninth or higher to reach the Final Four since seeding began in 1979, but the second in three years following 11th-seeded VCU's improbable run in 2011. The Shockers' celebration was wild, if a bit disbelieving, in front of several thousand roaring fans.

"Last year we were watching all this on television," said Early, who scored 12 points despite spraining his ankle in the second half. "I just feel like we've got the same potential as those (big-name) guys, regardless if they know who we are or not. We just tend to work hard."

Wichita State roared to a 20-point lead with 11 minutes to play after Ohio State played an awful first half, but LaQuinton Ross scored 15 of his 19 points after halftime, leading a ferocious rally that got the Buckeyes within three points in the final minutes.

Tekele Cotton hit a clutch 3-pointer for Wichita State with 2:20 left and grabbed a key offensive rebound moments later, allowing VanVleet to score on a shot that bounced all over the rim before dropping. Ron Baker and Cotton hit last-minute free throws to secure the second Final Four trip in Wichita State's history and a school-record 30th win.

"We're happy, but I'm still shocked," said Carl Hall, the glasses-wearing big man who scored eight points and led the Shockers' strong defensive effort. "We've got a team full of fighters. I brought them all together near the end and said, 'No matter what happens, I love y'all.' We had to fight so hard. We've got each other's backs, and it's hard to beat a team that's got five guys who work together like us."

Deshaun Thomas scored 21 points after missing nine of his first 12 shots for Ohio State, which made just 24 percent of its first-half shots. Aaron Craft scored nine points on 2-for-12 shooting against Armstead and a host of defenders for the Buckeyes, who dug a hole too deep to escape with their second-half rally.

"The way we shot coming into the Sweet 16, Elite Eight, everything was falling," Thomas said. "Today, it just wasn't our night. Nothing was falling. We had great looks, some of them, but they just weren't falling."

Yet after two weeks of upsets in the wild West bracket, underdog Wichita State seemed an appropriate pick to cut down Staples Center's nets. The Shockers' well-balanced roster managed built that enormous lead with the same consummate team play that they've shown throughout the tournament.

The Shockers are also the kings of Kansas, reaching the national semifinals after the powerful Jayhawks and Kansas State both went down.

Two sections packed with cheering Shockers fans provided all the encouragement necessary for a team that didn't win the Missouri Valley Conference tournament and was thought to be a bubble team for an NCAA berth. Now, Wichita State is the MVC's first Final Four team since Larry Bird led Indiana State to the title game in 1979.

Another giant awaits the Shockers in Atlanta next weekend: They'll face the winner of Sunday's Midwest Regional final between Duke and Louisville.

"We're all new to this, but I think we're ready for this," Early said. "We're going to prepare ourselves, and this game was pretty good preparation. We started at the bottom, and we've been working our way up."

Everybody chipped in for the Shockers. Armstead, the Oregon transfer, was named the regional's top player. Baker made nine free throws without a miss on his 20th birthday. And both Early and Hall returned to the court with second-half injuries, pushing Wichita State forward.

Seven seasons after underdog George Mason crashed the Final Four and underlined college basketball's growing parity, the Shockers are the latest smallish school to get on a big roll in the tournament. Butler made the national championship game in 2010 and 2011, and the Bulldogs were joined by that VCU team in the Final Four two years ago.

This year's tournament included stunning wins by Florida Gulf Coast, La Salle and Harvard, but nobody kept it going longer than Wichita State.

Although the Shockers have a beautiful home arena and robust support from fans and donors in Kansas' largest city, Marshall acknowledged that Wichita State's athletic budget is a fraction of what a BCS school can spend. He hasn't let it slow the Shockers, who made the NCAA tournament last year only to lose to 12th-seeded VCU in the first round.

After the Shockers easily beat La Salle two days ago to reach their first regional final since 1981, Marshall's pregame speech to the Shockers on Saturday finished with talk of cutting down the nets at Staples Center before getting on that plane back to Kansas, saying Wichita State didn't have to play "a perfect game" to beat mighty Ohio State.

"The Mecca awaits in Atlanta," he said.

Marshall was right, but he couldn't have anticipated just how imperfect Ohio State would be.

The postseason-tested Buckeyes appeared calm and confident during warmups in front of their healthy fan contingent, yet they proceeded to play the first half just like NCAA newbies.

They missed their first seven shots after the opening tip in a string capped by an airballed 3-pointer from Thomas, who missed his first five overall. The junior star was labeled "a bad-shot taker and a bad-shot maker" by Marshall on Friday, but he only lived up to the first part of that billing while going 4 for 13 in the first half.

Early hit two 3-pointers in the opening minutes, and the Shockers stretched their lead to 13 points shortly before halftime.

"You've got to give them credit," Craft said. "They really came out firing and we really didn't regain our footing until it was too late."

Hall went to the locker room after drawing a charge from Thomas early in the second half, holding the back of his head after Thomas' elbow clipped him on the jaw. Hall found his glasses and got back in the game 66 seconds later.

Wichita State gradually stretched its lead early in the second half, with Early's layup putting the Shockers up 53-33 with 12:09 to play.

Ross desperately tried to rally the Buckeyes, scoring eight consecutive points and leading a 23-6 run midway through the second half. Ohio State went into a full-court inbounds defense, and Shannon Scott's free throws with 2:49 left cut the lead to 62-59 ? but Ohio State couldn't get any closer.

(AP) ? Pittsburgh Penguins captain Sidney Crosby lost several teeth and needed oral surgery after he was hit in the mouth with a puck during a 2-0 victory against the New York Islanders on Saturday.

Coach Dan Bylsma wasn't sure if the injury affected Crosby's jaw and didn't know if he would miss any more time. The Penguins, who have won a league-high 15 straight games, host Buffalo on Tuesday.

"I just know he had some issues with his teeth," Bylsma said. "Just from the replay I know that."

Bylsma saw enough to become concerned about the health of the team's biggest star, particularly because of his well-documented history battling concussion problems.

Crosby missed considerable time the past two years because of concussions. He was sidelined for the final 41 games in 2011 and the Stanley Cup playoffs, in addition to skipping most of the 2012 regular season as symptoms lingered.

"I think every time that type of thing happens to a player you think about it," Bylsma said.

Crosby has enjoyed a resurgence this season, leading the league with 41 assists and 56 points. He holds a 10-point lead over Steven Stamkos in the NHL scoring race.

Saturday's injury could hinder Crosby's march to the scoring title.

A bloodied Crosby, who did not return to the game, skated off the ice with a towel covering his mouth after Brooks Orpik's slap shot from the point deflected off a stick and hit the Canadian center just 1:28 into the game.

"When you see the replay, he had no chance to move," said newly acquired star forward Jarome Iginla, who made his Penguins debut after a blockbuster trade early Thursday morning with the Calgary Flames.

"He didn't see it hit him. It's a very, very unfortunate play."

Crosby immediately fell to the ice and tossed his stick in the air. He then went to the hospital for surgery.

"It's very tough to see that happen to anybody on the ice, but this is your teammate, and Sid's such a great player and a big part of this team," Iginla said.

"He's a tough guy and a competitor. Guys were definitely checking to see how he was doing."

Pittsburgh still managed to go on to its 15th straight win, moving within two of the NHL record set by Mario Lemieux and the 1992-93 Penguins.

Banks made?$32 billion on overdraft fees last year?

Bank customers may complain about hefty overdraft fees, but they?re using the service more and paying the price.

A new report from Moebs Services, a respected economic research firm, shows overdraft revenue at banks, credit unions and thrift institutions totaled $32 billion last year. That?s an increase of $400 million or 1.3 percent from 2011.

?Consumers use of overdrafts shows no indication of going away, and is actually increasing,? said Michael Moebs, who wrote the study.

At the current rate of growth, Moebs predicts revenue from overdraft fees will hit a new record by the end of 2016, topping the old record of $37 billion set in 2009.

The Moebs study found that about a quarter of the people with a consumer checking account ? that?s 38 million people ? frequently overdraft. The median overdraft is about $40.

More than half of the customers who frequently overdraft ? 57 percent or 20 million people ? go to payday lenders when they are short on funds.

Why? Because a payday loan is significantly cheaper.

?Payday lenders are the low-price source for short-term cash needs,? Moebs said. ?You can get a cash advance for $16 as opposed to $25 at a community bank, $27 a credit union and $30 at bank or thrift. Those are median prices.?

While the cost of an overdrawn account has been going up at many financial institutions, the price of borrowing from a payday lender has dropped. The median charge for a $100 cash advance dropped $1.50 from 2011 to 2012, from $17.50 to $16.

Moebs firmly believes many of the people who use a payday lender would rather not, if the cost of the overdraft penalty was more in line with what the payday stores charge. He puts that price point at $20.

What it really costs to cover an overdraft
Consumer groups have long asserted that overdraft fees are revenue generators, deliberately higher than the banks' cost of providing the service.

?It?s very clear that banks are gouging customers with incredibly high and outrageous overdraft fees that are not related to their cost,? said Ed Mierzwinski, consumer program director at U.S. PIRG.

A bill introduced in Congress last week (The Overdraft Protection Act of 2013) would require these fees to be ?reasonable and proportional.?

Moebs told me his costs studies, some of which were done for the Federal Reserve Bank, show the prices charged by the big financial institutions ?are legitimate? because their cost structures are so high.

He estimates that a megabank makes about $3 on each overdraft charge, the same profit the payday lender earns with a $100 loan. But because the overhead at the bank is so much higher, it has to charge $30 or $35 to make the same amount.

Smaller banks and credit unions have a smaller nut to crack, so they might be able to reduce the price on an overdraft. Moeb?s advice to these institutions: lower that price and you?ll get more customers.

Cheaper alternatives
Of course, the goal is to avoid overdraft charges. Check your account statement ? online, by phone or at an ATM ? to make sure you don?t try to spend money that?s not in your checking account.

?If you are likely to overdraft, the main street institutions are your best choice ? most credit unions and community banks and some of the thrifts ? because they have a lower overdraft fee,? Moebs said.

Debit-card transactions often cause an account to be overdrawn. Remember: Your bank or credit union will deny a point-of-purchase debit-card payment or cash withdrawal from an ATM if there is not enough money in the account to cover it, unless you ?opt in? to their overdraft protection plan. In that case, the transaction will go through and you?ll get hit with a fee.

A recent study by the Pew Charitable Trusts found that 54 percent of the customers who had overdrawn their accounts said they did not realize they had signed up for an overdraft service that cost money. Susan Weinstock, director of Pew?s Safe Checking in the Electronic Age Project, said this shows there is ?a very high level of confusion? about how this overdraft protection works.

Russia's NGO checks 'legal and routine' ? Putin ? RT Russian politics

Recent inspections of Russian NGOs were conducted in order to monitor their activity, and to ensure they comply with Russian law, President Vladimir Putin said at the meeting with his human rights plenipotentiary.

?The Prosecutor General?s Office must check the legality of actions of all bodies of power ? regional, municipal, and also public organizations. I think in this case the goal of the inspections is to check how the activities of non-governmental organizations comply with their declared objectives, and with the laws of Russian Federation,? Putin said during his meeting with Vladimir Lukin, Russia?s top Human Rights Commissioner.

The meeting took place as Russian prosecutors, the Justice Ministry and the Tax Service launched a series of surprise inspections of the country?s major NGOs, including leading Russian organizations and the Russian branches of international groups such as Amnesty International and Human Rights Watch.

The international rights community sounded the alarm, blasting the checks as an attempt to pressure activists and silence critics. Germany, France and the United States officially voiced concern over the probes.

During his meeting with Lukin, President Putin tasked the commissioner with monitoring the ongoing situation: ?I would like to rule out any excesses there.?

The Russian Justice Ministry issued a statement on Monday announcing that the NGO inspections were routine and within legal norms: Law enforcement was working under the recently introduced Law on Foreign Agents, which requires all groups with foreign workers or funding to register on a special list and publicly announce their ?foreign agent? status.

The Prosecutor General?s Office said on Thursday that their probes into NGO work were part of an attempt to verify reports that several banned extremist and ultranationalist organizations had attempted to re-register under new names and resume their activities.

The Russian Foreign Ministry said on Friday that regular inspections of such organizations was a generally accepted international practice, and that all groups working in Russia must observe Russian law and report their activities to the authorities.

So far, the auditors have reported no violations in the activities of non-governmental groups, apart from one incident. On Thursday, ?For Human Rights? leader Lev Ponomaryov refused to turn over working documents to inspectors, saying that his organization had already been subjected to a recent check. Law enforcers said the move was a refusal to comply with their lawful demands, and started an administrative case against the activist.

Navy SEAL dies in training accident

TUCSON, Ariz. (AP) ? A Navy SEAL has died and another was injured when they collided in midair during parachute training in southern Arizona, authorities said.

The Department of Defense said an E-8 senior chief was taken to University of Arizona Medical Center in Tucson, where he was pronounced dead. The other SEAL ? a E-6 petty officer first class ? was in stable condition at the same hospital, military officials said Friday.

U.S. Special Operations Command spokesman Kenneth McGraw said the SEALs were practicing "routine military free-fall training" when the accident occurred Thursday afternoon. Authorities said they collided in midair and landed in separate areas.

The command has a parachute testing and training facility at the Pinal Airpark in Marana, according to McGraw, who added that training programs are operated there year-round.

The area is in rugged desert terrain northeast of Tucson.

The names of the two SEALs, both from an East Coast Naval Special Warfare Unit, weren't immediately released and military officials said the accident was under investigation.

iPeer Building Block ? Integrating iPeer with Connect

iPeer imageBack in January, a new version of iPeer was released, and alongside it, an iPeer building block was developed to integrate iPeer with the Connect learning management system (Blackboard Learn). iPeer is an open source web application that allows instructors to develop and deliver rubric-based peer evaluations, review and release student comments, build progress report forms online, and analyze evaluation results. The iPeer building block allows users to create iPeer courses within Connect. Users can synchronize class lists, and push and pull groups to and from iPeer and Connect. It also allows the instructor to add an iPeer grade into the Connect Grade Center.

iPeer was originally developed in the UBC Faculty of Applied Science, and is currently being developed, hosted, and maintained by the Centre for Teaching, Learning and Technology (CTLT). Each term, approximately 70-80 UBC instructors use iPeer in their course. It is used by the Faculty of Applied Science, Faculty of Arts, Faculty of Education, Sauder School of Business, and UBC Okanagan. Since it is an open source application, others outside of UBC have been using it as well.

For more information about iPeer, email ipeer.support@ubc.ca or visit the Student Peer Review section of the e-learning website. You can learn more about the iPeer building block by visiting the documentation page, which was released in February.

Texas man found guilty in wrongful conviction case

SAN ANGELO, Texas (AP) ? A West Texas jury on Wednesday convicted a man for the murder of an Austin woman whose husband was wrongfully convicted of her slaying and spent nearly 25 years in prison before being exonerated.

Jurors in San Angelo found Mark Alan Norwood guilty of capital murder for the 1986 killing of Christine Morton, who was attacked in her north Austin home. Prosecutors said Norwood beat the woman to death.

He was sentenced to life in prison, but is eligible for parole after 15 years. Jurors deliberated for about three hours before returning their verdict.

Morton's husband, Michael, was initially convicted in her death in 1987, but he was exonerated and freed in 2011 after new DNA testing was done on a bloody bandanna found near the couple's home. Investigators said the DNA evidence led them to Norwood, whose DNA was in a national database as a result of his long criminal history.

Michael Morton hugged Norwood's mother outside the courtroom after the trial. He also hugged Norwood's brother, Dale.

Morton told the Austin American-Statesman that what he was feeling was "a mixed bag. It's not a celebration, and it's not a happy day."

"Michael and his family are pleased that justice, at last, has been provided for the memory of Christine Morton," John Raley, Morton's Houston-based attorney, said in an email. Raley spent years working for free on the case after teaming up with the Innocence Project.

Texas Attorney General Greg Abbott, whose office handled Norwood's prosecution, said no verdict can bring back Christine Morton's life or "recover the devastating years that her husband Michael Morton spent unjustly imprisoned for her murder."

"We can only hope that today's verdict provides some much-deserved, but woefully delayed justice for a family that suffered so terribly for so long," Abbott said in a statement.

Norwood's sister, Connie Hoff, said her brother had been railroaded because prosecutors had introduced evidence from the 1988 death of Debra Masters Baker in Austin during the trial. Norwood, 58, also has been charged with capital murder in the death of Baker, who lived near the Mortons.

Hoff said her family is now going through what the Morton family went through when he was convicted.

"This is history repeating itself," she told the American-Statesman.

During closing arguments earlier Wednesday, prosecutor Lisa Tanner told jurors they need to convict Norwood "and not let evil walk out of this room with you."

One of Norwood's lawyers, Ariel Payan, suggested to jurors during closing arguments that the evidence gathered from the bandanna was contaminated.

DNA testing wasn't available when the blood on the bandanna was initially tested in 1986. The testing wasn't done until Michael Morton's attorneys spent years lobbying for it.

Prosecutors also told jurors that a gun Norwood stole from the Mortons' home and later sold linked him to the murder. Morton testified at the trial, telling jurors about the missing gun.

The trial was held in San Angelo after being moved from Williamson County, near Austin, because of publicity in the case. The Texas Attorney General's Office was not seeking the death penalty.

Last month, a special hearing known as a court of inquiry was held to examine whether state District Judge Ken Anderson acted improperly in 1987 when, as Williamson County district attorney, he prosecuted Michael Morton. Morton's lawyers have accused Anderson of intentionally hiding evidence.

Anderson has denied any wrongdoing. A decision by a judge on whether Anderson should face criminal charges in the case might come next month. Anderson also is being sued by the State Bar of Texas for his conduct in the Morton case.

The Search For A Good Charter Plane Service | Oregon Attractions

There are many means of transportation that one can utilize in order to get to a specific destination. If you want to go by air, then you can book a seat with an airline. Another option would be to take advantage of a charter plane service so you can avoid the crowds and the lines. The rates can be costlier but this can be the solution for businesses or individuals who have to arrange flights for important associates or a special cargo.

Airlines have the capability to arrange such a flight upon request but there are also companies who concentrate on providing this type of transportation. You will have a crew just as in a regular flight and supplies, like meals. The type of aircraft that will be used will depend on what is to be transported or how many passengers will have to be flown.

These flights can be arranged any time, sometimes requests are even granted within a few hours of the departure. It can be advantageous to hire a travel agent for the arrangements since he or she may have access to better rates. Sometimes aircraft is made available to the public for a specific destination but guidelines may be stricter in these arrangements.

When you are booking an aircraft for your flight, you need to provide certain details to the operator. This includes the number of passengers or the cargo so that they can choose the appropriate aircraft. Decide what additional amenities should be made available for your flight.

To be able to find the right company, check several prospects and consider what they can offer you. Safety is always an important consideration. For this aspect, check if their pilots are highly qualified and experienced. Moreover, determine if the aircraft are regularly serviced to ensure that everything is functioning well.

You should also check what kind of credentials they have. They should have a certification from a regulating association. The company should also have an insurance policy just in case something happens. To further ensure that standards are being maintained, contact third party organizations known to inspect these companies.

Once you have identified which prospects are maintaining industry standards, determine what rates apply with their offers. The cost of booking the aircraft may be based on an hourly rate plus other charges for services rendered. Given the high rates, it will be in your interest to shop around first before choosing your provider.

Visiting their offices can also reveal a lot about their practices. You will be able to see what types of aircraft they work with, how large a site they have, how well maintained their facilities are and interact with the staff. This gives you more information than viewing everything through their official website.

A charter plane service can provide you with a lot of benefits. With private arrangements, you will not encounter long lines, fly with people you do not know or have to go on connecting flights. You can fly to many destinations when you want. The cost will be higher than public transportation but the convenience is worth it.

(AP) ? Syria's opposition took over the country's seat for the first time at an Arab summit Tuesday in a diplomatic triumph marred by severe divisions in the ranks of the Western-backed opposition alliance.

The opposition's ascension to representing the country at the summit in Qatar, a key backer of the those fighting to topple President Bashar Assad, demonstrated the extent of the regime's isolation two years into a ferocious civil war that the U.N. says has killed an estimated 70,000 people.

In Damascus, the government on Tuesday blasted the Arab League's decision, portraying it as a selling-out of Arab identity to please Israel and the United States.

"The shameful decisions it (Arab League) has taken against the Syrian people since the beginning of the crisis and until now have sustained our conviction that it has exchanged its Arab identity with a Zionist-American one," said an editorial in the Al-Thawra newspaper, a government mouthpiece.

The Qatari ruler, who chaired the summit, said the Syrian opposition deserves "this representation because of the popular legitimacy they have won at home and the broad support they won abroad and the historic role they have assumed in leading the revolution and preparing for building the new Syria."

In a further show of solidarity with anti-Assad forces, the Arab League endorsed the "right of each state" to provide the Syrian people and the Free Syrian Army with "all necessary means to ... defend themselves, including military means."

It was unclear whether the statement would open new weapons channels to fighters. But it would mark a symbolic slap of the U.S. and European allies that have resisted full-scale military aid to the rebels.

Fighting, meanwhile, raged on in Syria. Rebels barraged Damascus with mortar shells that killed at least three people and wounded dozens in one of the most intensive attacks on the seat of President Bashar Assad's power.

The state news agency also reported that a car bomb exploded near the predominantly Kurdish neighborhood of Rukneddine, killing three people.

The opposition delegation led by Mouaz al-Khatib, the former president of the main opposition alliance ? the Western-backed Syrian National Coalition ? took the seats assigned for Syria at the invitation of Qatar's emir, Sheik Hamad bin Khalifa Al Thani, while other delegates applauded.

Al-Khatib used the forum to call for a greater U.S. role in aiding the rebels and said he had appealed to Secretary of State John Kerry to consider using NATO Patriot anti-missile batteries in Turkey to help defend northern Syria against strikes by Assad's forces.

Asked about al-Khatib's request for Patriots, State Department spokesman Patrick Ventrell said the deployment of the anti-missile batteries to Turkey was a NATO decision with a clear mandate to protect Turkey.

"We've heard some of this before in private," Ventrell told reporters in Washington. "He's now publicly saying this. But again, that's what the NATO mission is."

The diplomatic triumph, however, could not conceal the disarray within the top ranks of the opposition and underlined the splits that continue to plague the opposition, complicating U.S. and Western efforts to try to shape the course of the fight to oust Assad.

Besides al-Khatib, the Syrian delegation included Ghassan Hitto, recently elected prime minister of a planned interim government to administer rebel-held areas in Syria, and two prominent opposition figures, George Sabra and Suheir Atassi.

Al-Khatib announced his resignation on Sunday because of what he described as restrictions on his work and frustration with the level of international aid for the opposition. The coalition rejected the resignation and al-Khatib said he would discuss the issue later and represent the opposition at the Qatar summit "in the name of the Syrian people."

Also, Hitto's election as the head of the interim government was rejected by the opposition's military office, which said he was not a consensus figure. Some members have accused Qatar and the Muslim Brotherhood of imposing their will on the Coalition.

Atassi briefly suspended her membership in the coalition after Hitto was elected.

Addressing the gathering, al-Khatib thanked the Arab League for granting the seat to the opposition and lamented the inaction of several foreign governments, which he did not name, toward the Syrian crisis despite the suffering of civilians in his country.

"I convey to you the greetings of the orphans, widows, the wounded, the detained and the homeless," al-Khatib told the gathering in an opulent hall in Doha.

Most of the mortar strikes hit the capital's east side, falling near a school in the Baramkeh neighborhood, the Damascus Hospital, the Law Faculty of Damascus University and the state news agency's own offices.

SANA said one girl and two other civilians were killed.

A government official in Damascus told The Associated Press that four people were killed and 42 wounded. The official spoke on condition of anonymity because he was not authorized to brief the media, and the discrepancy could not immediately be resolved.

Mortar rounds also fell in a number of areas on the city's west side, including the Christian neighborhood of Bab Touma, SANA said.

The agency published photos of a hole in a wall of what appeared to be a school, medics treating blood-stained patients and firemen extinguishing burning cars.

It was not immediately known who fired the mortar shells. Such attacks in the capital have grown more common in recent weeks as rebels have clashed with government troops on the city's east and south sides. While the shelling rarely causes many casualties, it has shattered the aura of normalcy the regime has tried to cultivate in Damascus.

"They think that that through this tactic they can pressure residents to rise up against authorities," said Fayez Sayegh, a member of parliament and a member of the ruling Baath Party. "But on the contrary, this indiscriminate shelling makes people realize that this opposition is nothing but gangs of criminal terrorists."

Meanwhile, anti-regime activists said Syrian troops seized control of a neighborhood in the central city of Homs that is considered a symbol of opposition to Assad's regime.

The Syrian military's recapture of Baba Amr, in Homs, while not strategically important in the civil war, is a symbolic blow to the rebels. The poor, predominantly Sunni neighborhood emerged early in the uprising as a symbol of the rebel movement, first for its protests and later for the armed groups who held it against the regime onslaught.

The seesaw fight for the Homs neighborhood reflects the back-and-forth nature of Syria's civil war. While rebels appear to be gaining ground, their progress is slow and their fighters remain vulnerable to Assad's military superiority.

In other violence Tuesday, the Observatory said that at least 13 charred bodies, including four children and five women, were found on the outskirts of the village of Abil, southwest of Homs city. It said local activists blamed the killings on pro-government gunmen.

The Syrian government does not respond to requests for comment and did not mention the killing in official media.

(AP) ? Russia's transition from a Kremlin-controlled economy to a free market free-for-all in the 1990s brought on a wave of contract killings as criminals, entrepreneurs and corrupt officials tried to muscle each other out of lucrative businesses. The death of 67-year-old Boris Berezovsky ? who died from hanging at his home, according to initial post mortem examinations ? has raised questions about the safety of oligarchs as opposition figures back in Russia have been making the United Kingdom their home.

Here are some other U.K. incidents involving figures from ? or involved with ? the former Soviet Union:

ALEXANDER LITVINENKO

Litvinenko, a former KGB agent turned fierce critic of the Kremlin, died after ingesting polonium in his tea at a London hotel in 2006. His family blames the Russian state for orchestrating his death, and British authorities have named former KGB officer and Russian lawmaker Andrei Lugovoi as their chief suspect. The Kremlin ? and Lugovoi ? deny being behind the poisoning, which drew headlines worldwide. Perhaps mindful of Litvinenko's experience, British police called in a hazardous materials team to examine Berezovsky's home. They later declared the property clear of hazardous materials.

BADRI PATARKATSISHVILI

Patarkatsishvili, an associate and confidant of Berezovsky's, died in his mansion in southern England in February 2008. Police initially said his death appeared suspicious but authorities later ruled the 52-year-old billionaire had succumbed to heart failure. Patarkatsishvili was active in Georgian politics, retained a small army of bodyguards, and often said he feared he would be targeted in an assassination attempt.

ALEXANDER PEREPILICHNYY

Perepilichnyy was found dead outside his plush home in southern England in November 2012. He had been in possession of documents which allegedly blew the lid off a massive Russian tax fraud involving dirty money being funneled into Swiss bank accounts. Post-mortem examinations have so far failed to determine how the 44-year-old died. In a recent report, the BBC said he had had a checkup and was given a clean bill of health only months before his death.

STEPHEN CURTIS

Described by author Mark Hollingsworth as "the lawyer who knew too much," Curtis died when his helicopter crashed in poor weather on its way to his 19th-century retreat in southern England in March 2004. Investigators ruled the crash was an accident, but Curtis was a big player in the murky world of Russian banking and had recently been receiving death threats.

GERMAN GORBUNTSOV

Russian businessman Gorbuntsov was shot six times in London's Canary Wharf financial district in March 2011. Gorbuntsov ? who survived ? blames disgruntled business associates for the attack. So far no one has been brought to justice.

Tips On Choosing The Affiliate Program That Suits You | Content for ...

Affiliate marketing plays a huge role in the growth of a business which benefits both the owners and the affiliates. Affiliates are people who own websites or traffic brokers who place a link on their sites or page and course traffic to your business offer. The merchant derives profit from the purchase of customers directed to their products through the links made by the affiliates while the latter gets paid for the customers he or she brings to the merchant.

1. Set a financial goal

This goal does not have to be a specific number or amount but it might be on a percentage basis. Your main purpose in joining an affiliate program is to earn money. Some affiliate programs offer huge percentages in terms of commissions while others are not as generous. Going for programs with bigger commissions would certainly be a wiser choice. The higher the commission they offer, the greater your income.

2. Analyze the different payment schemes and choose the one you think most beneficial on your part

The whole idea of affiliate marketing is earning through commissions. Through a program, the publisher enters into an agreement with the merchant as to how and when the former will be compensated. For example, a pay-per-click system allows an affiliate to be paid every time he or she directs traffic to the merchant's website whether or not the visitor pays. On the other hand, other programs give commission to affiliates for every purchase made by a visitor while others pay you for every visitor who signs up at the merchant's website. Knowing the payment scheme you are

3. Take into account your experience.

If you are a complete newbie to this activity you may want to take baby steps. Find a program that is simple enough to understand and one that is flexible enough wherein you are given an opportunity to train and gain more experience. It is best to start with programs that guide and teach new affiliates on how they work and how to establish a business online. If you are already more experienced and exposed to affiliate marketing and various affiliate programs, you can now explore other options available to you and experiment with different schemes in order to find out which best works for you.

4. Making the most out of the affiliate programs you chose.

A little experimentation never did anyone harm. Although making the right choice of which affiliate programs to use is a big factor in terms of your earning potential, it can even be further enhanced when complemented with awesome content and amazing web design. The more people you attract to your website, the greater the traffic you direct to the merchant's website which means more income on your part. The key to attracting more people is through a great website which means you have to invest in its content and overall look.

5. For higher probability of success, choose the right products to promote.

Affiliate marketing is a modified form of advertising. The affiliate promotes the product of a merchant to earn commissions in return. For a more effective promotion, choose products which you actually believe in and one which you a have substantial background knowledge.

You may have to do some research and background check as to the product being promoted as well as the merchant selling it. This will greatly influence you in the way you convince others to trust the merchant and his or her products. Also, it would be better if you had first-hand knowledge by actually using the product yourself so you can easily share insights and experiences upon using the product. This greatly increases your integrity which in turn gains the trust of people visiting your website. The more the people trust you, the likelier they are to trust the merchant and his or her products.

Google partners local media in Ghana to produce more online content

You Are Here: Home ? ICT ? Google partners local media in Ghana to produce more online content

Page last updated at Sunday, March 24, 2013 17:17 PM //

Google GhanaGoogle Ghana is committed to assisting the Ghanaian media to make their online presence more relevant and generate additional revenue, Estelle Akofio-Sowah, Country Manager of Google has said.

?The media and journalists in particular are the main producers of content online and that is where our (Google) engagement is with the media, Mrs Akofio-Sowah said in a chat with executive members of the Network of Communication Reporters, Ghana, (NCR Ghana) in Accra.

She said the online department or unit within media houses in Ghana was still new that needed all the support from its management because of the potential it had to propel high the organisation?s image and ways of raising extra funds.

For us at Google, Mrs Akofio-Sowah said, our Sub Saharan goal is to build an internet ecosystem and make it relevant and useful for people. ?We want to give Africans the reason to come on the internet everyday and make it part of their life,? she added.

Google has supported a number of local media houses such as Citi FM, YFM and Multimedia Group (Joy FM) helping them to build their internet infrastructure. This kind support, Mrs Akofio-Sowah noted would be extended to many more media institutions in the coming months and years but that would be based on a particular institution?s arrangement with Google Ghana.

To enable Google achieve its global mission of making information universally accessible, Mrs Akofio-Sowah said Google focuses on increasing access to the Internet and making it more relevant to users across the world, which also make the media an important partner.

Google Ghana, according to her, aims to regularly meet with media houses management, especially the online department in order to understand their priorities and needs and how they could use the vast internet-based Google applications to enhance their objectives and make their work more relevant and beneficial to their stakeholders.

?We want to encourage the media to create more content online and how they can make money through their products,? Mrs Akofio-Sowah repeated.

She said through Google Ad Sense product, a media house could become an Ad Sense Partner and begin to make some money when an advertisement appeared on their websites. ?Once you become an Ad Sense Partner, you can share revenues with Google by allowing it (Google) to advertise on your websites. The more people click to open the ads on the website, the more money you make?, she explained.

In order to help reduce the cost internet and barriers to access, Mrs Akofio-Sowah said Google had invested a lot in infrastructure in many countries across the globe. ?We have invested in the fibre optic cables, satellite and transmission??

In addition, she said in Ghana, ?We (Google Ghana) have put in Google Cash Service and every time someone uploads video to YouTube he gets cash locally. It also helps operators to save money locally.?

In the education sector, the Country Director of the largest search engine in the world, said Google had introduced the Google Apps Supporting Programme (ABSP), which is an enterprise version of its gmail to support tertiary institutions to improve on their internet infrastructure in order to benefit fully from Google apps.

?For the universities we give them grants to help them to build up their internet infrastructure. The University of Ghana and Central University have so far received their grants from Google Ghana.?

?We have worked with schools and institutions to bring cost of internet down?Google Apps Education edition offers all the tools necessary for schools to control IT costs, while improving productivity,? she noted.

Google Ghana has targeted 11 universities so far for the support which would be delivered depending on the infrastructure need of particular university.

Mrs Akofio-Sowah said under Google?s ?Africa, Get Your Business Online? project, about 9,000 businesses in Ghana had so far been engaged and all today were making good use of the internet as their businesses can now be felt online. ?About 99 per cent of them are Ghanaian businesses,? she said.

NCR Ghana is a registered body and an affiliate of the Ghana Journalists Association, consists of seasoned journalists drawn from all the major media houses in Ghana (both print and electronic).

The Network exists to serve as the main interface between the public and the telecoms/ICT industry, through comprehensive and veritable reportage from the perspective of both consumers and industry players.
