Disputed Voting Turns Church, a Kremlin Ally, Into Its Critic

Always a reliable pillar of support for the government of Prime Minister Vladimir V. Putin and his United Russia Party, the powerful Orthodox Church has been noticeably ? to some, shockingly ? critical of the elections. Arguably the only major national institution outside the state, the church could potentially play a significant role as the current political and social crisis unfolds.

Patriarch Kirill is by no means the only religious critic of the government since the elections, and certainly not the toughest. ?People of the most varied convictions are now gathering on the square, but they are united by one thing, their unwillingness to live like this any longer,? Archpriest Aleksei Uminsky, a popular Moscow priest who hosts a television program about Orthodoxy, said at a public gathering last week. ?The same thing is happening right now in the church.?

In addition to urging the church to invite serious discussion about Russian society, Father Uminsky called attention to injustices within the church ranks. He cited the case of a priest who died of a heart attack while fighting to preserve church property from Kremlin-backed development plans. ?There was no reaction? from any church leaders in that case and other disturbing episodes, he noted, ?but something is brewing inside.?

Another prominent Moscow priest, the Rev. Andrei Zuevsky, posted a sermon on his Facebook page last weekend that sharply criticized the existing order, and was quickly circulated on blogs.

?As a result of the particular way in which power is set up in our society today, this arrogant attitude toward the people has become the abnormal norm,? Father Zuevsky said. ?Those in power are not only haughty, they refuse anyone but themselves the right to decide what is good and what is bad.?

The criticism has grown so heated that Patriarch Kirill, keenly aware of the church?s continuing dependence on the state, has felt compelled to warn priests to watch their Internet tongues, saying, ?Careless and sometimes intentionally provocative statements by priests cast a shadow on all of God?s church.?

Yet the patriarch, known for mixing tradition with enough modernity to keep himself and his church relevant, condemned neither the Internet nor the right to criticism voiced by priests, monks, nuns and even bishops now blogging and posting on Facebook. Every new parish in Moscow, he has said, should keep in step with the times, accessible to young people and with a home page.

Those comments, at a diocesan assembly on Friday, followed both the statement last week in which Patriarch Kirill upheld the right to protest and sermons on Dec. 17 and 18 in which he urged the government to heed popular anger.

At the same time, alluding to the 1917 Bolshevik Revolution and the Communists? near-destruction of the church, he warned of the dangers of revolution in Russia and of the Internet in manipulating the masses, and stressed that all Russians must work on personal transformation in order for society to change. ?We no longer have the right to be divided,? he said, calling for a broad civic dialogue. ?The blood that was shed in the 20th century does not give us that right.?

Particularly striking since the elections have been statements by priests, including those of Father Uminsky, published by Pravmir, a Russian Orthodox news Web site. Patriarch Kirill ? while lauding official steps, like President Dmitri A. Medvedev?s recent appointments of hard-liners to high government positions, or his promises of change ? went out of his way to praise Pravmir?s coverage of the church and society.

The Rev. Dmitri Sverdlov, a young priest who used to work in finance, drew a broad audience and the admiration of secular liberals often cynical about the church with his account of volunteering as an election observer at a Moscow polling place and seeing ballot stuffing in favor of United Russia.

The diocesan assembly has since forbidden priests to act without authorization as election observers, and has warned that it is ?extremely dangerous? for clerics to violate the overall church rule against participating in election campaigns.

Yet Pravmir and the recent involvement of the church in the discussions about the elections have surprised secular Russians. Dmitri Gubin, a journalist and avowed atheist who had said the silence of the church hierarchy was leading him to regard the Russian Orthodox Church as a branch of the state, said he was ?dumbfounded.?

?For the first time in Russia, I got a clear religious view on a secular problem,? he wrote in Ogonyok, a newsmagazine.

Andrei Zubov, a historian who has studied Russian church-state relations, said the Russian Orthodox Church today had modeled itself on the Kremlin ? ?The church is building approximately the same kind of authoritarian system as has been built by today?s regime? ? and yet was gaining legitimacy as the Kremlin lost ground.

This, he contended, enables Patriarch Kirill to appear as a voice of moderation, a position most likely encouraged by the authorities.

?His declarations are taking on more and more the tonality of a high moderator, who can, he thinks, still calm down the situation, which is headed otherwise to a complete split of society from the regime, and, correspondingly, towards profound political crisis,? Mr. Zubov said.

Archpriest Vsevolod Chaplin, chairman of the Moscow patriarchate?s department on church and society relations, has said recently that he was meeting regularly with representatives of various political parties, including the Communist Party.

Father Chaplin, a controversial figure who hews publicly to government policy yet also frequents a Moscow club known for indie music and alcohol-fueled debates, said there were now Orthodox believers among the Communists, who are No. 2 among the officially sanctioned political parties in Russia, after United Russia.

For now, the church is avoiding unsanctioned political parties. ?So far, the radical opposition has not come to us with proposals to facilitate a dialogue with the authorities,? Father Chaplin said in an interview. ?A dialogue is needed of course.?

The patriarch and Father Chaplin have stressed that the Russian divide is not just between the Kremlin and those in the streets, arguing that dialogue must include everyone: the elite, workers and peasants, liberals and conservatives, officers and soldiers, and the creative intelligentsia.

WHO: Bird flu research raises safety questions

(AP) ? The World Health Organization is warning that dangerous scientific information could fall into the wrong hands after U.S. government-funded researchers engineered a form of the deadly H5N1 bird flu virus more easily transmissible between humans.

In a strongly worded statement Friday, WHO said it was "deeply concerned about the potential negative consequences" if the results of the study were used to create biological weapons or the mutated virus was accidentally released.

"This is not the kind of research that you would want to have out there," WHO's top influenza expert, Dr. Keiji Fukuda, told The Associated Press in a telephone interview.

At the same time, WHO was concerned that all credible researchers should be able to access the study to better understand how to prevent a deadly H5N1 pandemic, Fukuda said.

H5N1 rarely infects humans and usually only those who come into close contact with poultry. But among those infected, up to 60 percent die, and scientists are closely watching the virus for any signs it is becoming more easily transmissible from human to human.

The U.S. National Institutes of Health last week asked scientists at Erasmus University Medical Center in the Netherlands and the University of Wisconsin-Madison to refrain from publishing full details of their work on how to make the H5N1 virus more easily transmissible between humans.

The unprecedented step by NIH prompted concern in the scientific community that researchers with a legitimate need to know about these dangerous mutations, particularly in Asia, would be prevented from accessing the data.

Fukuda said there was a danger that perceived censorship of scientific results could harm the so-called Pandemic Influenza Preparedness Framework, an international agreement painstakingly hammered out only recently by the global body's 194 member states.

"We don't want the concerns or controversies surrounding this H5N1 research to pose a risk to the implementation of that framework because we see it as a very important public health step," Fukuda told The Associated Press.

"But at the same time we recognize that the research raises questions about what are appropriate safeguards, what kind of procedures should be in place, what are the right mechanisms for reducing any risk," he said.

Fukuda said WHO itself had had not obtained the results of the two groups' research yet, and might not even ask for it.

"I'm hoping that we are privy to as much of the details as possible, but like anybody else one of the questions for us is what kind of information do we need to know," he said.

Android Ice Cream Sandwich Amazon FireWhile manufacturers begin to announce their own official Android 4.0 Ice Cream Sandwich update schedules, hackers are hard at work modifying the source code to function on other devices.

In this case it?s Android developer JackpotClavin who has squeezed Ice Cream Sandwich on to the Amazon Fire tablet, and although it?s not quite ready for everyday use, it?s not far off. Based on CyanogenMod 9, the developer hopes the build and accompanying video will inspire others to get involved with the project.

On the positive side, the homescreen and widgets work, plus you can install the Android Market as well as download apps. However, those apps don?t always respond as you?d hope, and video doesn?t seem to work at all. There are also issues with the internal storage, with apps unable to write to the required section.

If you love tweaking Android, or are curious as to what the very latest version looks like on the Fire, give it a try. If you?ve already installed CyanogenMod 7 or a different custom ROM, then the process sounds similar. Liliputting.com has further instructions if you?re interested.

Sears to close 100 to 120 Kmart, Sears stores

(AP) ? Between 100 and 120 Sears and Kmart stores will be closed, the retailer said Tuesday, after terrible holiday sales during what is the most crucial time of the year for retailers.

Sears has yet to determine which stores will be closed, but there has been a clear shift in where the retailer will devote its resources.

The company is moving away from its practice of propping up "marginally performing" stores in hopes of improving their performance. Sears said it will now concentrate on cash-generating stores.

"Given our performance and the difficult economic environment, especially for big-ticket items, we intend to implement a series of actions to reduce ongoing expenses, adjust our asset base, and accelerate the transformation of our business model," said CEO Louis D'Ambrosio. "These actions will better enable us to focus our investments on serving our customers."

Sears would not discuss how many, if any, jobs would be cut.

Sears Holdings Corp., based in Hoffman Estates, Ill., said that the store closings will generate $140 to $170 million in cash from inventory sales. The retailer anticipates additional proceeds from the sale or sublease of real estate holdings.

The company, which operates Kmart stores, Sears, Roebuck and Co. and Land's End, has seen rival department stores like Macy's Inc. and discounters like Target Corp. steal customers away. But the economy is put a sustained financial squeeze on its most loyal customers, those in the middle-income bracket.

The retailer had announced numerous closings this year, but this is the largest group of closings to date by far. Hoped for holiday sales to not materialize.

Same-store revenue fell 5.2 percent to date for the quarter at both Sears and Kmart, the company said Tuesday. That includes the critical holiday shopping period, a time that most retailers depend on for a sales surge that will put them in the black.

Kmart's 6 percent decline in revenue at stores open at least a year was blamed on diminished layaways and a drop in clothing and consumer electronics sales. Sears' cited lackluster consumer electronics and home appliance sales for its 4.4 percent drop off. Sears' clothing sales were flat, while sales of Lands' End products at Sears stores rose mid-single digits.

Sears Holdings said that the declining sales, ongoing margin pressure and rising expenses pulled its adjusted earnings lower. The company predicts fourth-quarter consolidated adjusted earnings will be less than half the prior-year period's $933 million. It also anticipates a non-cash charge of $1.6 billion to $1.8 billion in the quarter for a valuation allowance on some deferred tax assets.

This figure is a key gauge of a retailer's health because it excludes results from stores recently opened or closed.

Sears Holdings said it also plans to lower its fixed costs by $100 million to $200 million and trim its 2012 peak domestic inventory by $300 million from 2011's $10.2 billion at the third quarter's end.

Sears Holdings has more than 4,000 stores in the U.S. and Canada.

Blame Arctic fridge for mild winter so far

If your Christmas had everything ? holiday lights, a visit from Santa, a family meal ? what likely went missing was snow.

So far this winter, the northern US? from New England to the Dakotas ? has mostly eluded snow and sub-freezing temperatures. In cities that were digging out of storms at this time last year, temperatures have been almost double the average.

Examples on Monday: It was 52 degrees F in Minnesota's Twin Cities, 27 degrees above average. In Chicago, temperatures reached 45 degrees, making it the 16th day this month that temperatures exceeded 40 degrees. Fewer than 2 inches of snow have fallen in Chicago so far this season, according to the WGN Weather Center here.

The story is the same in the east. Slammed with a blizzard, New York City was grappling with more than 20 inches of snow by this time last year. No flakes have fallen this season to date. If none is recorded in Central Park by New Year?s Eve, it will be only the third year in 140 years of recorded weather history that the city hasn?t seen snow in December.

Although the National Climatic Data Center does not yet have total results for December, it reports that 13 states in the Northeast and the upper Midwest recorded a top-10 warmest November and none had a top-10 coldest November. The month was the 25th warmest in the center's 117 years of recordkeeping.

However, snowbirds who now see no reason to fly needn?t give up their plane tickets to Florida yet, says Alan Reppert, a senior meteorologist with AccuWeather in State College, Pa.

"It still is early in the winter season. We still have several months to get snowfall," Mr. Reppert says.

AccuWeather meteorologist Josh Nagelberg, a colleague of Reppert, had predicted back in October that the Midwest and Great Lakes region would be, starting in December, experiencing the harshest winter in recent memory, due to record-breaking snowfall averages and blasts of Arctic air. Mr. Nagelberg emphasized his forecast with a doomsday quote that went viral for days: "People in Chicago are going to want to move after this winter."

Accuweather?s Reppert could not explain why the prediction has so missed the mark, at least so far. For the year overall, warmer temperatures resulted in heavier rainfall ? 2011 is expected to be the wettest on record in Chicago, for example, he says. "If any of those storms fell as snow, it would have been pretty well close to a normal December in those areas," he says.

One reason for the unpredictability in gauging winter weather is the Arctic Oscillation, an atmospheric pattern of the northern latitudes that is difficult to predict more than two weeks in advance, says Angela Fritz, an atmospheric scientist with the Weather Underground, a media outlet located in San Francisco that specializes in long-range forecasting.

Winter conditions in the upper tier of US states are often determined by the strengthening of pressure systems around the Arctic. When pressure systems are weak, cold air that is normally trapped flows southward, resulting in extreme winter conditions for the US and Western Europe, says Ms. Fritz.

    While that was the case for the past two winters, Arctic high-pressure systems this year are "allowing the cold air to get trapped up north," says Fritz. "Last year, the refrigerator door was left open. This year, the refrigerator door was left closed."

    Due to the unpredictability of the system, meteorologists know only that the milder temperatures will continue through mid-January. But even without the colder air, snowflakes are possible.

    "The Arctic Oscillation doesn?t mean we won?t get snow. It means, in the grand scheme of things, we won?t get an extreme winter like we did in 2010 and 2011," Fritz says.

Syria pulls tanks from Homs as Arab monitors visit

(AP) ? Syria's army suspended days of punishing attacks on the restive city of Homs and began withdrawing its tanks Tuesday just as Arab League monitors visited the area and met with local leaders, activists and officials said.

The British-based activist group Syrian Observatory for Human Rights said as the monitors visited Homs, at least 20,000 protesters gathered in some neighborhoods to "reveal the crimes committed by the regime."

About 60 Arab monitors ? the first Syria's regime has allowed in during its nine-month crackdown on an anti-government uprising ? arrived Monday night and began work Tuesday. The withdrawal from Homs was the first tangible sign that President Bashar Assad was implementing the terms of the Arab League plan to halt attacks that overwhelmingly target unarmed, peaceful protesters. The monitors are supposed to ensure the government complies with the deal .

After signing on to the plan early last week, Assad's regime only appeared to be intensifying the crackdown, rather than easing up, and it was condemned internationally for flouting the agreement. On Monday, security forces killed at least 42 people, most of them in Homs.

Opposition activist Mohammed Saleh said the heavy bombardment of Homs stopped in the morning and tanks were seen pulling out. Another Homs-based activist said he saw armored vehicles leaving early on a highway leading to the city of Palmyra to the east. He asked that his name not be made public for fear of retribution.

"Today is calm, unlike pervious days," Saleh said. "The shelling went on for days, but yesterday was terrible."

The British-based Syrian Observatory for Human Rights said some army vehicles pulled out of Homs while other relocated in government compounds "where (they) can deploy again within five minutes."

A local official in Homs told The Associated Press that the team of monitors met with Ghassan Abdul-Aal, the governor of Homs province. After the meeting, the monitors headed to the tense districts of Baba Amr and Inshaat, which have witnessed the most intense crackdowns since Friday.

Military forces had pounded Homs with artillery for days.

Given the intensified crackdown, the opposition sees Syria's agreement to the Arab League plan as a farce, and some even accuse the League of complicity in the killings. Since Syria signed on to the deal on Dec. 19, activists said nearly 300 civilians have been killed. About 150 more died in clashes between army defectors and troops ? most of them defectors.

Syria's conflict is becoming increasingly militarized with military defectors mounting armed resistance.

The Arab League plan demands the government remove its security forces and heavy weapons from city streets, start talks with opposition leaders and allow human rights workers and journalists into the country. Before Tuesday's redeployment of at least some tanks, there had been no sign that Assad was implementing any of the terms, much less letting up on his brutal crackdown.

Opponents of Assad doubt the Arab League can budge the autocratic leader at the head of one of the Middle East's most repressive regimes. Syria's top opposition leader Burhan Ghalioun called Sunday for the League to bring the U.N. Security Council into the effort. The U.N. says more than 5,000 people have been killed since March in the political violence.

In Cairo, an official at the Arab League's operations room said the Sudanese head of the mission to Syria, Gen. Mohamed Ahmed Mustafa al-Dabi, was leading the team of at least 12 observers to Homs. The official spoke on condition of anonymity because he was not authorized to speak to journalists.

Homs, Syria's third largest city, has a population of 800,000 and is at the epicenter of the revolt against Assad. It is about 100 miles (160 kilometers) north of the capital, Damascus. Many Syrians refer to Homs as the "Capital of the Revolution."

Also in Homs, the local official said that before dawn Tuesday, a bomb targeted a gas pipeline in the city, the third such attack within a month. The official, who spoke on condition of anonymity because he was not authorized to speak to the media, said the pipeline carries gas from fields east of Homs to a power station in the central province of Hama.

iPhone 4S Gets Chinese Certification, Mainland Sales To Start January 2012 [Apple's Wildly Popular New Phone Will Land On Chinese Shelves Starting Early Next Year Following Government Approval]

Well, that?s pretty much it, folks; the iPhone 4S, which launched just a couple short months ago, has just picked up the necessary network access permits to get in on the shelves at China Unicom. We first filled you in on Apple?s permit odyssey back in late November, and now, with only a few days left to the month, Apple can get in on one of the biggest phone sellers in China, which in its own right, is a pretty big smartphone market.

According to reports, China?s various regulatory bodies have all issued the necessary certifications to get China into the big show over the last several days, and now, the iPhone 4S?model number A1431 in China?is now ready to go.

China is a massive market for Apple product, sufficiently massive, in fact, that back in Apple?s June quarterly earnings, we discovered that Apple sold fully $3.8 billion in goods. And bringing the iPhone 4S?which already did land-office business in several Asian markets like Hong Kong and Shanghai?to China Unicom will no doubt bring massive sales Apple?s way. After all, not only is China Unicom the third largest cell phone carrier in China, it?s still basically the mainland?s largest carrier of iPhones.

There were, earlier, stirrings of a deal between Apple and China Mobile as well, but when China Mobile demanded a cut of Apple?s App Store sales to make the deal happen, that wasn?t really heard from again. However, considering that Apple?s now got a deal in hand with China Unicom, getting China Mobile to back off its original demands may not be too difficult. And getting both China Unicom and China Mobile in hand will likely put some serious punch in Apple?s sales in the Chinese market, which is, thanks to its substantial population numbers, a huge market.

Arab monitors head to Syria, opposition skeptical

(AP) ? The Arab League sent monitors to Syria Monday even though President Bashar Assad's regime has only intensified its crackdown on dissent in the week since agreeing to the Arab plan to stop the bloodshed.

Activists say government forces have killed several hundred civilians in the past week. At least 23 more deaths were reported Monday from intense shelling in the center of the country, just hours before the first 60 monitors were to arrive. The opposition says thousands of government troops have been besieging the Baba Amr district of in the central city of Homs for days and the government is preparing a massive assault on the area.

France expressed strong concerns about the continued deterioration of the situation in Homs. Foreign Ministry spokesman Bernard Valero demanded Syrian authorities allow the Arab League observers immediate access to the city.

"The repression and unprecedented violence committed by the Damascus regime must cease and everything must be done to stop the drama going on behind closed doors in the city of Homs," the French statement said.

In Cairo, an Arab League official said this monitoring mission was the Syrian regime's "last chance" to reverse course.

"Will they facilitate the mission's work or try and curb its movements? Let's wait and see," the official said on condition of anonymity because of the sensitivity of the subject.

The Arab League plan agreed to by Assad last Monday requires the government to remove its security forces and heavy weapons from city streets, start talks with opposition leaders and allow human rights workers and journalists into the country. The monitors are supposed to ensure compliance, but so far there is no sign that Assad is implementing any of the terms, much less letting up on his brutal crackdown.

Although Syria shows no sign of altering its course, the Arab League was sticking to its plan. The team, including Iraqis, Tunisians and Algerians, left Cairo Monday evening headed to Damascus.

Opposition members say the regime's agreement to the Arab plan is a farce.

"I very much doubt the Syrian regime will allow the observers to do their work," said prominent opposition figure Waleed al-Bunni from Cairo. "I expect them to try and hinder their movements by claiming that some areas are not safe, intimidating them or sending them to places other than the ones they should go to."

Some anti-government protesters have even criticized the League's stance to the point of accusing it of complicity in the killings.

Activists said Syrian forces shelled the Baba Amr district of Homs with mortars and sprayed heavy machine gun fire in the most intense assault since the siege began Friday.

Baba Amr has been a center for anti-government protests and army defections and has seen repeated crackdowns by the Syrian regime in recent months. The Syrian conflict is becoming increasingly militarized with growing clashes between army defectors and troops.

Rami Abdul-Rahman, who heads the British-based Syrian Observatory for Human Rights, described the attacks in Homs as a kind of "hysteria" as government forces desperately try to get the situation there under control ahead of the monitors' arrival.

"The observers are sitting in their hotel in Damascus while people are dying in Homs," he said.

The Observatory called on the monitors "to head immediately to Baba Amr to be witnesses to the crimes against humanity that are being perpetrated by the Syrian regime."

In Cairo, Arab League chief Nabil Elaraby told reporters after meeting with the monitors that the mission will begin work on Tuesday. Up to 500 monitors are to be eventually deployed and Syria has only agreed for them to stay one month.

Anwar Malek, a member of the monitoring mission, insisted they will have absolute freedom of movement in Syria, adding that the team will travel to flashpoint cities including Homs, Daraa, Idlib and Hama. He and other observers refused to disclose the exact travel itinerary, saying they preferred to maintain some secrecy to ensure the mission's success.

The Arab League has suspended Syria's membership and imposed sanctions on Damascus but is deeply divided on how to respond to the crisis. Gulf countries such as Qatar and Saudi Arabia have taken a tougher line and are more inclined toward Security Council action on Syria. But other countries, wary of Syria's influence in the region, prefer an Arab solution to the crisis.

Activists say the regime has only stepped up its crackdown on anti-government protesters in the week since it agreed to the Arab plan. At least 275 civilians have been killed by government forces since then, and another 150 people died in clashes between army defectors and regime troops ? most of them defectors.

The stepped up crackdown, including what activists said was a "massacre" in one town where 110 people were mowed down in several hours last week, brought a new round of international condemnation of Syria. Neighboring Turkey said the violence flew in the face of the Arab League deal that Syria signed and raises doubts about the regime's true intentions.

Syria's top opposition leader Burhan Ghalioun, doubtful that the Arab League alone can budge Assad, called Sunday for the League to bring the U.N. Security Council into the effort. The U.N. says more than 5,000 people have been killed since March in the political violence.

Assad stalled for weeks on agreeing to the plan and signed only after the Arab League threatened to turn to the U.N. Security Council to help stop the violence. The opposition believes the authoritarian leader is only trying to buy time and forestall more international sanctions and condemnation.

The U.N.'s most powerful body remains deeply divided over Syria, which has led to its failure to adopt a resolution on and heightened tensions especially among major powers. Western nations and the U.S. are demanding a resolution threatening sanctions if the violence doesn't stop and condemning Assad's crackdown. But Russia and China, which have closer ties to Assad's regime, believe extremist opponents of the government are equally responsible for the bloodshed and oppose any mention of sanctions.

After months of largely peaceful protests that were met with brute force and bullets, some opposition figures have started calling for international military intervention, but that is all but out of the question in Syria, in part because of fears that the move could spread chaos across the Middle East. Syria is a close ally of Iran, borders Israel, and holds sway over the Shiite militant group Hezbollah, which now dominates Lebanon's government.

Amateur videos of the violence in Homs were posted by activists on the Internet Monday. The showed gruesome footage of at least four corpses lying in pools of blood in front of a house in Baba Amr, where they reportedly died from mortar shells that struck the neighborhood.

Men could be heard crying for help and women wailing in the video, which also showed several destroyed homes and cars. Other footage showed at least six bodies wrapped in white plastic bags in a home, relatives crying besides them.

A resident of a neighborhood next to Baba Amr said he heard "loud explosions" throughout the night and Monday morning.

"It doesn't stop," he told The Associated Press on condition of anonymity, for fear of reprisals.

The Local Coordination Committees activist network reported at least 23 deaths in intense shelling "targeting homes and anyone who moves" in Baba Amr.

Syrian officials did not comment on the violence in Baba Amr but said armed terrorist groups attacked civilians and security forces in villages in southern Syria. State-run news agency SANA said troops retaliated and killed a number of the gunmen.

MELBOURNE (Reuters) - Australia have brought back workhorse paceman Ben Hilfenhaus into the test fold in place of youngster Mitchell Starc for the first test against India, which starts on Monday.

Hilfenhaus, a natural swing bowler, was dropped after a poor series against England earlier this year, but has worked his way back into the side with strong form in domestic cricket.

He will join a pace attack that features Peter Siddle and James Pattinson, with Nathan Lyon the lone specialist spinner.

Top order batsman Shaun Marsh has been recalled after recovering from a back strain suffered in South Africa, while former captain Ricky Ponting and middle order batsman Mike Hussey have retained their places.

All rounder Shane Watson has yet to shake off an injury while Starc has been named as the 12th man.

Sheriff stalls golf carts in Coupeville

Concern expressed by the sheriff about vehicle visibility is prompting the delay of regulations that would allow golf carts to be driven legally on Coupeville roads.

The Coupeville Town Council decided last Tuesday evening to continue a public hearing until January regarding a golf cart ordinance.

The ordinance outlines that applicable golf carts be electrically powered, specifically designed for the golf course, have four wheels, be able to? reach a speed of 20 miles per hour in one mile and have reflectors placed on the front and rear of the vehicle. Carts would be prohibited on the town?s sidewalks, biking trails and pathways. People wishing to use golf carts would have to pay the town a $25 annual fee.

Island County Sheriff Mark Brown expressed concern over the safety of slower vehicles on the road, and particularly the reflector requirement.

The sheriff said the town should change the ordinance to require stoplights and blinkers on carts that would be used on the road. Electric lights would make motorists more aware of the slower moving carts driving through town, he said.

?We?re not habitually in tune to looking at these type of things,? Brown told the town council. He said deputies recently covered a collision on Camano Island where a golf cart turned in front of a car.

Coupeville resident Dan Miranda agreed with Brown?s safety concerns but he?s still eager for the ordinance to become a reality. He said it cost him $275 to install lights and mirrors on his golf cart in anticipation of driving on town roads.

Councilwoman Molly Hughes questioned whether golf carts could legally cross Highway 20. Mayor Nancy Conard said carts could cross the highway at the lighted intersection with Main Street. It would be illegal for golf carts to cross the highway on Broadway, which is located outside town limits and therefore outside the boundary of the proposed golf cart zone.

Jack Tingstad, who lives on Broadway, was concerned about the slow-moving carts on busy streets. He encouraged the town to work with potential golf cart users to plot routes through town that avoid arterials.

Resident Al Bowers questioned how the town will enforce the regulations and administer the permits. He also questioned whether the town would have to hire additional staff to deal with the golf carts.

Town Marshal Dave Penrod said he called other towns in the state and found few people have been taking advantage of driving golf carts; La Conner had two registered carts, Orting had five and Mill Creek had three, he said during the meeting.

Conard recommended that the Town Council continue the public hearing until next month to allow time to change the proposed ordinance to account for lights and blinkers instead of reflective tape.

The hearing is expected to continue during the Coupeville Town Council meeting scheduled for Tuesday, Jan 10, 6:30 p.m. in the Commissioners? Hearing Room in the basement of the Annex Building.

UK economic growth revised up to 0.6 pct in Q3 (AP)

LONDON ? Britain's economy grew by a slightly better than anticipated 0.6 percent in the third quarter, after unexpectedly stalling in the previous three month period, official figures showed Thursday.

The 0.1 percent upward revision to the third quarter growth was offset by an equivalent reduction to the previous quarter to show no growth at all.

The Office for National Statistics said the upward revision was largely due to agriculture, construction and services performing better than estimated. Those sectors outweighed the impact of a faltering industrial sector.

The third quarter rise was the highest since the third quarter of 2010, when the British economy also grew by 0.6 percent but analysts aren't getting too carried away.

Britain's economy remains threatened by the debt crisis in Europe, rising unemployment and weak domestic growth, and the Bank of England has forecast little or no growth over the next few quarters.

"The underlying trend is very clearly one of an economy that is struggling in the face of what seems to be an ever-growing list of headwinds," said Chris Williamson, chief economist at financial services information company Markit.

The Conservative-led government has staked its reputation on a strategy of cutting costs and jobs in the public sector while trying to boost private sector growth. Britain's unemployment rate is now 8.3 percent, up 0.4 percent on the quarter and at its highest level since 1996.

Influential credit ratings agency Moody's warned this week that the U.K.'s cherished triple A credit rating is at risk from both a weak domestic economy and the financial crisis in the eurozone. It warned that the country's deficit "has eroded its ability to absorb further macroeconomic or fiscal shocks without rating implications."

ARLINGTON, Va.The Department of the Navy continues its move toward renewable energy with an Office of Naval Research (ONR)-funded solar generator that recently entered full production, with several systems already in the field.

The Ground Renewable Expeditionary ENergy System (GREENS) is a portable, 300-watt, hybrid battery generator that uses the sun to produce electric currents. It was developed to provide Marines with continuous power in the field.

"This item significantly reduces the amount of fuel that has to be delivered, minimizing the number of warfighters on the roads, convoys and hazards, as well as the logistics expenses associated with distributing fuel," said Cliff Anderson, logistics program officer in ONR's Expeditionary Maneuver Warfare & Combating Terrorism Department. "That was really the objective: to get warfighters out of harm's way and reduce the cost of transporting fuel."

The systemwhich rapidly transitioned from ONR to Marine Corps Systems Command (MCSC) and then into productionprovides Marines in remote locations with battery and plug-in power for charging various devices. Several small Marine Corps outposts have successfully used GREENS as their sole energy source. This is notable because transporting fuel to these remote locations is often challenging and expensive.

"Infantry battalions that are far forward do not have immediate access to a wide range of logistics and maintenance equipment; therefore, any source of power that requires no [military-grade fuel], low maintenance and no special skills to operate becomes an instant

success," said Maj Sean Sadlier, a logistics analyst with the Marine Corps Expeditionary Energy Office, who trained users on and tested GREENS in the field with India Company, 3rd Battalion, 5th Marine Regiment. Additionally, "GREENS is modular, portable, rugged and intuitive enough to deploy in a combat environment. Units trained on GREENS as part of pre-deployment training have provided positive feedback."

GREENS supports the Marine Corps' objective of generating all power needed for sustainment and command, control, communications, computers and intelligence equipment in place in the field by 2025. This vision, as laid out in the USMC Expeditionary Energy Strategy, aligns with the Marine Corps Vision and Strategy 2025. The goal is to enable Marines to travel more lightly and quickly by reducing the amount of fuel needed.

Naval Surface Warfare Center Carderock Division developed and tested the GREENS prototypes. Naval Air Warfare Center Weapons Division at China Lake assessed the final prototype, subjecting it to continuous power testing in temperatures exceeding 116 degrees Fahrenheit. Even under these conditions, GREENS worked at 85 percent capacity. This result exceeded expectations and led to an MCSC request that the product be rapidly developed and readied for acquisition.

'Idol' runner-up Archuleta to serve Mormon mission (AP)

SALT LAKE CITY ? "American Idol" runner-up David Archuleta will take a break from his singing career to serve a two-year proselytizing mission for The Church of Jesus Christ of Latter-day Saints.

The contestant from the 2007-2008 season made the announcement during a Christmas concert Monday in downtown Salt Lake City, according to KSL.com. The 20-year-old Miami native, who grew up in Murray, Utah, said he's not quitting music, but feels a strong call to serve the church.

A video of the concert on Archuleta's website shows him overwhelmed with emotion and crying as he talks about his plans. The crowd screams wildly with the news and gives him a standing ovation.

"It's not because someone told me that I'm supposed to do it, and not because I no longer want to do music, but because it's the feeling that I've felt I need to do this with my life," Archuleta told the crowd.

Archuleta was 16 and one of the youngest contestants when he competed on the seventh season of "American Idol." The runner-up has since released three albums, one of which debuted at No. 2 on the Billboard 200 chart.

In 2010, he performed with the Grammy-winning Mormon Tabernacle choir at the group's annual Christmas concert.

Church spokesman Eric Hawkins confirmed that Archuleta had been called on a mission by the faith. Hawkins said he didn't know when Archuleta was scheduled to report for missionary training.

The location of Archuleta's mission has not been disclosed either by him or church officials.

Statistics released in April show the church has more than 52,200 members currently are serving full-time proselytizing or service missions worldwide. About 75 percent of missionaries are men between 19 and 21. Single women over 21 and retired couples make up the remaining 25 percent.

Single men typically serve for two years, and women and couples serve for 18 months.

Missionaries volunteer for service, but must be selected by program officials in Salt Lake City. They are not paid and must cover their own expenses while in the field.
